The Ministry of Education and Training stated that it issued Circular 29/2024/TT-BGDĐT to better manage extracurricular tutoring activities, not to prohibit or restrict them.
Circular 29/2024/TT-BGDĐT, regulating supplementary teaching and learning, officially came into effect on February 14th. The new regulations in the circular are attracting significant attention from the public, especially teachers, parents, and students.
On February 18th, the Ministry of Education and Training released the latest information regarding Circular 29.
The Ministry of Education and Training stated that Circular 29 was developed to implement the 2019 Education Law, other relevant legal regulations, directives from the Prime Minister, and to suit the practical situation in localities.

Leaders of the Ministry of Education and Training affirmed that Circular 29 was issued to better manage extracurricular tutoring activities, not to prohibit or restrict them.
The organization of extracurricular tutoring must ensure that it does not affect the implementation of the school's educational program or the teachers' subject curricula. Extracurricular tutoring must ensure the best interests of students, without coercion; and maintain the image and dignity of educators.
Extracurricular tutoring must align with the 2018 General Education Program. This program should encourage students to be proactive, creative, and develop self-learning habits; teachers should play the role of organizers, examiners, and guides.
Regarding the implementation of the circular, the Ministry of Education and Training stated that, after issuing Circular 29, the Ministry advised the Prime Minister to issue Official Dispatch No. 10/CĐ-TTg dated February 7, 2025, on strengthening guidance on secondary school enrollment, high school enrollment, and management of extracurricular teaching and learning activities.
In addition, the Ministry of Education and Training issued Official Letter No. 545/BGDĐT-GDTrH dated February 11, 2025, on strengthening guidance for general education, which requested the People's Committees of provinces and cities to direct the Departments of Education and Training to strictly implement regulations on managing extracurricular tutoring.
The Ministry of Education and Training stated that, prior to the effective date of Circular 29, many provincial Departments of Education and Training had issued directives to implement Circular 29. In Ho Chi Minh City, the People's Committee of the city issued this directive. Several provincial/city Departments of Planning and Investment had also issued directives guiding business registration and other regulations regarding extracurricular tutoring as stipulated in Circular 29.
Regarding the responsibility for implementing Circular 29, the Ministry of Education and Training stated that it will continue to monitor the situation from localities to issue further directives and guidance documents, thereby providing the Departments of Education and Training with a basis for advising and directing implementation at the local level.
According to the Ministry of Education and Training, the responsibility of schools and teachers is to teach in a way that helps students develop qualities and competencies, meeting the required learning outcomes. The design of tests and assessments must also ensure they are accurate and comprehensive, aligning with the program's objectives.
For students whose results are below par and who are preparing for entrance exams to higher education or the high school graduation exam, the school and teachers have a responsibility to provide them with additional support.
In addition, parents and society need to work together with schools to implement education, ensuring a harmonious combination of all three elements in education (school, family, and society); and participate in monitoring the implementation of Circular 29.
