On June 17, giving comments at the discussion session on adjusting the investment policy of the National Target Program on Socio -Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period, many National Assembly deputies suggested that more attention should be paid to education in mountainous areas and talent training for the ethnic boarding school system.

Speaking at the meeting, delegate Truong Xuan Cu - National Assembly Delegation of Hanoi - said that currently, theeducation system in ethnic minority and mountainous areas has received many preferential policies from the Party, through specialized school systems, boarding and semi-boarding schools for ethnic minorities.

However, the issue of nurturing talent for the ethnic boarding school system and for ethnic boarding students still makes many people wonder.

According to the delegate, currently, the rate of ethnic minorities studying in specialized schools and universities nationwide is very small, very low. Therefore, the delegate proposed that it is necessary to use specialized provincial schools and provincial ethnic boarding schools as the specialized high school system for ethnic minority students.

The delegate emphasized that if we have a system from the commune level up, from school clusters up, then surely specialized boarding schools will also be able to select students with qualities and talents for integration.

According to the delegate, in investment, students with real talent can sign training contracts with universities, such as specialized schools of the National University, specialized schools of Hanoi Pedagogical University 1 and all other specialized schools, using the budget.

"As our whole country integrates internationally, ethnic minorities must also integrate nationally. And that must start with education. In my opinion, we must focus on ethnic minority talents to be able to integrate," Mr. Truong Xuan Cu emphasized.

Next, according to delegate Cu, it is also necessary to study international integration in border provinces. Accordingly, with budget capital, we can send excellent ethnic minority students to study in countries that border the provinces.

Delegate Cu cited: "In 2007, in my position, I advised Dien Bien province and sent 10 excellent ethnic students to study in China using the state budget. Now that they have returned to the country, they are developing very well."

Delegate Cu emphasized: "I want to go into depth, allocate a legitimate investment budget to train talented and qualified ethnic people so that we have the opportunity to integrate into the country."

Also related to the education sector, delegate Ha Sy Huan - National Assembly delegate of Bac Kan province - said that for the New Rural Program, when communes in region 2 and region 3 complete the new rural program, they will not enjoy support policies such as education, health care, insurance, credit, support for forest protection and development like communes in region 2 and region 3. Therefore, the delegate suggested that communes that have achieved new rural development should continue to enjoy the same policies as communes in region 2 and region 3 until the end of the period. Secondary school students currently living in extremely disadvantaged areas, extremely disadvantaged communes, and extremely disadvantaged villages studying at schools in region 1 are also entitled to policies on food allowance, housing support, and rice support according to regulations like primary and secondary school students living in extremely disadvantaged villages and extremely disadvantaged communes. This is the right policy for ethnic minorities, especially communes with children after completing new rural areas.
