According to Ms. To Thi Dao, Vice Chairman of the People's Committee of Quang Bi Commune, there are a total of 14 festivals in Quang Bi Commune. Of these, 13 are at the village or inter-village level and are directly managed and directed by the commune, while one is an inter-commune-level festival. The organization of festivals within a short period, with a large number of events and primarily at the village level, places high demands on the leadership, direction, and management of the local government. Festival management in the commune has been implemented in accordance with regulations. Villages have registered to organize festivals according to the guidelines issued by the government.

"Due to the fact that most festivals in Quang Bi commune are organized by the local community in scattered villages, the commune government must play a proactive, close, and direct role in guiding and inspecting the entire process of preparing and organizing the festivals," said To Thi Dao, Vice Chairman of the People's Committee of Quang Bi commune.

Providing further information on this matter, the Head of the Culture and Social Affairs Department of Quang Bi Commune, Trinh Van Cuong, stated that to ensure the safety and civility of festivals in the area, from December 26, 2025, the Commune People's Committee has developed a plan titled "Management and Guidance on Organizing Traditional Festivals in 2026 in Quang Bi Commune". This plan directs villages to develop plans, establish steering committees and organizing committees, and implement measures to ensure security, traffic safety, and environmental hygiene for the festivals.

The People's Committee of the commune also directed the strengthening of propaganda and introduction about the origins of the festival, relics, and the figures worshipped and honored; selectively preserving the good customs and traditions of the nation in a healthy, progressive, economical manner, suitable to the socio -economic conditions of the locality, and meeting the religious needs of the people.

In the coming time, Quang Bi commune will continue to innovate its organizational work, so that each festival becomes a tourist destination and a traditional cultural highlight of the locality. Therefore, before the festival takes place, the organizing committees have publicly announced the plan, script, and security measures to ensure order throughout the festival…

Functional units and local authorities have developed plans to ensure security, social order, fire prevention, food safety, and traffic safety during festival activities; they have proactively planned to inspect advertising activities and resolutely prohibited the sale of products that incite violence, superstitious publications, etc.
