
From the very beginning of implementing the new model, the Party Committee of Quang Ha commune has focused on decisive leadership and direction with the spirit of "rapid stabilization, smooth operation, and sustainable development." In particular, administrative reform and digital transformation have been identified as crucial breakthroughs.
Administrative reform continues to be identified by the commune as one of the top priorities in its leadership and management. The annual Administrative Reform Index has become an important management tool, helping to clearly identify strengths and weaknesses in the implementation of administrative reform tasks by each specialized department in the commune; at the same time, it assigns responsibility to each individual and organization in implementing administrative reform tasks, contributing to improving the effectiveness of leadership, direction, and management by the heads of agencies and units. The commune's Administrative Reform Index for 2025 reached over 86.48 points, classified as "Good," ranking 28th out of 54 communes, wards, and special zones in the province.
The commune's administrative reform efforts have promptly addressed and resolved difficulties and obstacles for businesses and households. Administrative procedures are regularly reviewed, simplified, and online public services are enhanced to create the most favorable conditions for people, organizations, and businesses. In the application of software and document processing, the commune has effectively operated shared digital platforms and specific applications such as "Quang Ha Digital" and Zalo OA. The rate of documents processed electronically has seen remarkable growth, reaching 98.03% by the beginning of 2026, optimizing operating time and costs. The commune has also pioneered the implementation of cashless fee collection and successfully processed applications regardless of administrative boundaries. With these efforts, in February 2026, Quang Ha commune ranked first in the province in terms of service quality for people and businesses, with a satisfaction rate of 99.4%.

Along with that, agencies and units have actively researched and implemented innovative solutions to improve working methods, enhance the application of information technology, and decisively pursue digital transformation to improve labor productivity, the efficiency of state agencies, and especially to improve the quality of service to the people. Quang Ha commune has promoted the application of information technology in leadership, direction, and management; effectively implemented the paperless meeting room model, used electronic party member handbooks, and strengthened the processing of electronic documents and digital signatures in the operation of the political system. To date, 100% of leaders, officials, and civil servants have been issued specialized digital certificates for official use; the rate of documents processed electronically has reached nearly 95%, contributing to building a modern and professional administration.
The commune's Public Administrative Service Center operates effectively, facilitating services for citizens and businesses. The rate of applications processed correctly and ahead of schedule exceeds 98%; citizen satisfaction is nearly 100%. Improving the investment and business environment, attracting investment, and developing businesses continues to be effectively implemented by Quang Ha commune. The commune regularly organizes meetings with businesses to promptly address difficulties and obstacles; simultaneously promoting administrative reform and applying information technology in handling procedures, especially in business registration, contributing to increased satisfaction among citizens and businesses. From July 1st, 2025 to the present, Quang Ha has established 89 new businesses and 26 cooperatives. The Texhong Hai Ha Industrial Park has attracted 41 FDI projects with a total registered investment capital of US$2,335.53 million, achieving an occupancy rate of 64.48%.
In the near future, the commune Regularly review, evaluate, and thoroughly implement administrative reform tasks to promptly identify and address limitations and obstacles during implementation. Strengthen the review, reduction, and simplification of administrative procedures; proactively review, update, and publicly display the complete list, process, and forms of administrative procedures. Organize the effective handling of administrative procedures for citizens and organizations, avoiding overdue applications, reducing travel time, and improving the satisfaction of individuals and organizations with administrative services. The time taken to deliver results of administrative procedures in practice and on the electronic one-stop system must be the same. Strive for over 90% of applications processed through online public services to be digitized from the reception stage, and the results of eligible administrative procedures to be digitally signed and delivered to citizens online.
