
According to the Provincial People's Committee, recently, there has been an increase in speculative activities, buying, transferring, and "advising" on the conversion of land use purposes in the province, especially in the border areas between Da Nang city and Quang Nam province after the policy of merging provinces and cities, abolishing the district level and news about the location of the new administrative center after the merger. This situation has caused unusual fluctuations in land prices, creating panic among the people, posing a potential risk of insecurity and disorder, negatively affecting the state management of land and social order in the locality.
To rectify the above situation, the Chairman of the Provincial People's Committee requested the Department of Agriculture and Environment to strengthen inspection and supervision of land transfer, land division, and land use purpose change in the whole province to ensure compliance with current legal regulations. Actively coordinate with relevant agencies to strictly handle cases of land law violations, taking advantage of information about provincial mergers for personal gain.
Review and advise the Provincial People's Committee to direct the implementation of solutions to control transactions, transfers, and conversions of land use purposes, especially in areas with large and unusual fluctuations in land prices.
Monitor and manage cadres, civil servants and employees under authority.
Management authority in the process of implementing land records and procedures must ensure compliance with assigned duties and responsibilities; promptly detect and strictly handle cases of violations by cadres, civil servants and public employees in accordance with legal regulations.
At the same time, the Department of Agriculture and Environment coordinates with the Department of Culture, Sports and Tourism to provide information to Quang Nam Newspaper, Provincial Radio and Television Station to propagate, orient public opinion, guide and advise people to carry out land procedures in accordance with regulations. When carrying out land procedures, it is necessary to contact competent authorities for guidance and settlement according to their authority, promptly denounce and provide information related to subjects that incite, incite, and entice to affect security and order.
The Provincial People's Committee requested the Provincial Police to direct professional units and local police to grasp the situation, verify and handle acts of speculation, spreading false information, consulting on land use conversion and illegal land transaction brokerage, causing market disorder, affecting security and order in the area; strictly handle violations in accordance with regulations.
Request the People's Committees of districts, towns and cities to strengthen propaganda and mobilize people to be vigilant, not to be taken advantage of or enticed into participating in speculative activities, buying, selling, transferring, and changing land use purposes against regulations. Review and compile statistics on land fluctuations in the locality, promptly report to the Provincial People's Committee (through the Department of Agriculture and Environment) any unusual cases for timely direction and resolution.
At the same time, inspect and rectify the situation of buying, selling, transferring, and changing land use purposes in the area according to authority; proactively coordinate with the police force to detect and handle violations.
The Chairman of the Provincial People's Committee also directed the Department of Agriculture and Environment, the Provincial Police, the People's Committees of districts, towns, cities and relevant agencies and units to urgently implement and promptly report to the Provincial People's Committee for consideration and direction of related contents, contributing to stabilizing the land market situation and ensuring social order in the province.
