
According to the Provincial People's Committee, recently, there has been an increase in speculative activities, land acquisition, transfer, and "consultation" on land use conversion in an opaque manner, especially in areas bordering Da Nang City and Quang Nam Province following the merger of provinces and cities, the abolition of district levels, and news about the location of the new administrative center after the merger. This situation has caused abnormal fluctuations in land prices, created anxiety among the people, and posed a potential risk to security and order, negatively impacting state land management and social order in the locality.
To rectify this situation, the Chairman of the Provincial People's Committee requested the Department of Agriculture and Environment to strengthen inspection and supervision of land transfer, subdivision, and land use conversion throughout the province, ensuring compliance with current laws. They are also to proactively coordinate with relevant agencies to strictly handle cases of land law violations and the exploitation of information regarding the provincial merger for personal gain.
Review and advise the Provincial People's Committee on directing the implementation of solutions to control land transactions, transfers, and changes in land use purposes, especially in areas with large and unusual fluctuations in land prices.
Monitoring and managing officials, civil servants, and employees under their jurisdiction.
The authority to manage land-related documents and procedures must be ensured in accordance with assigned responsibilities and duties; promptly detect and strictly handle cases of violations by officials, civil servants, and public employees in accordance with the law.
At the same time, the Department of Agriculture and Environment, in coordination with the Department of Culture, Sports and Tourism, provides information to Quang Nam Newspaper and the Provincial Radio and Television Station to disseminate information, guide public opinion, and advise people to carry out land procedures in accordance with regulations. When carrying out land procedures, people should contact relevant authorities for guidance and resolution within their jurisdiction, and promptly report and provide information related to individuals who incite, instigate, or manipulate activities that affect security and order.
The Provincial People's Committee requests the Provincial Police to direct its professional units and local police forces to monitor the situation, verify, and handle acts of speculation, spreading false information, advising on land use conversion, and brokering land transactions in violation of regulations, causing market disruption and affecting security and order in the area; and to strictly handle violations in accordance with regulations.
The People's Committees of districts, towns, and cities are requested to strengthen propaganda and mobilization efforts to raise public awareness and prevent people from being exploited or lured into participating in illegal land speculation, buying, selling, transferring, and changing land use purposes. They should review and compile statistics on land changes in their localities and promptly report any unusual cases to the Provincial People's Committee (through the Department of Agriculture and Environment) for timely guidance and resolution.
At the same time, inspect and rectify the situation regarding the buying, selling, transferring, and changing of land use purposes within the jurisdiction; proactively coordinate with the police force to detect and handle violations.
The Chairman of the Provincial People's Committee also directed the Department of Agriculture and Environment, the Provincial Police, the People's Committees of districts, towns, and cities, and other relevant agencies and units to urgently implement the directives and promptly report to the Provincial People's Committee for consideration and guidance on related matters, contributing to stabilizing the land market and ensuring social order in the province.
