Quang Nam sets competitiveness targets.

For the first time in history, Quang Nam has not dropped out of the top 30 provinces and cities with the highest PCI index in Vietnam.

Numerous analyses have indicated that PCI scores or rankings are not decisive in assessing the success or failure of providing a favorable investment and business environment or the administrative capacity of local governments.

However, although it is only a reference point, many investors have relied on this index to compare localities before investing. When the PCI consistently drops in ranking, it forces localities to self-assess the strengths and weaknesses of their reform efforts in order to improve their local image.

Without being "overly ambitious," Quang Nam province aims to be in the top 30 nationwide in the PCI ranking in 2024 and subsequent years. The province will focus on improving the component indicators that have seen a decline in scores (access to land, dynamism of the provincial government, transparency, fair competition, business support policies, and legal and security institutions) and continue to maintain and improve the scores of the component indicators that increased in 2023 (market entry, informal costs, time costs, and labor training). The goal is to have 6 out of 10 component indicators achieve scores above 7 points in 2024.

According to Vice Chairman of the Provincial People's Committee Ho Quang Buu, this improvement plan focuses on addressing inherent weaknesses. The Provincial People's Committee requests that departments, agencies, and localities within their jurisdiction proactively propose specific solutions and effectively implement the assigned tasks as detailed in the appendix, in order to achieve the best possible results in practice.

The results of the assigned component targets/indicators must be accountable and explained to the Provincial People's Committee. News agencies, newspapers, social media platforms, etc., play an important role in conveying the plan to improve the indicators, so that all levels and sectors can implement it.

"The difference in this improvement plan is that it will aim to end the lack of coordination, avoidance, and shirking of responsibility among public agencies and localities, minimize communication gaps, and emphasize the importance of improving the investment environment in the spirit of serving businesses by the team of public servants," Mr. Buu said.

The business community has acknowledged that Quang Nam province does not lack sound plans and directives, but the lack of effective implementation has prevented reforms from achieving the desired results. The most important factor is whether the quality of implementation at the grassroots level, based on directives and documents from higher-level authorities, meets the requirements of businesses. The success of the reforms still depends on the assessment and evaluation of businesses in practice, as reflected in the PCI (Provincial Competitiveness Index) reports in the coming years!
