Quang Nam: Review and abolish "sub-licenses" that hinder public investment disbursement

Quang Nam Provincial People's Committee held a meeting to discuss measures to disburse public investment capital.

Disbursement rate reached over 5% after more than 2 months

On March 13, Provincial Party Secretary Luong Nguyen Minh Triet and Provincial People's Committee Chairman Le Van Dung chaired a meeting to discuss measures to disburse public investment capital in Quang Nam province.

According to the Report of the Department of Finance of Quang Nam, the public investment capital plan for 2025 assigned by the Provincial People's Committee is 8,311.9 billion VND, an increase of 1,200 billion VND compared to the capital plan assigned by the Prime Minister in early 2025, of which the central budget is 2,929 billion VND and the local budget is 5,382 billion VND.

Up to now, the detailed allocation for sectors and localities is 7,323.8 billion VND, reaching 88% (central budget reaches 91%; provincial budget reaches 86%). The remaining capital plan has not been allocated in detail 988.1 billion VND (central budget 260 billion VND; provincial budget 727 billion VND).

According to the provincial State Treasury, as of March 7, 2025, the 2025 public investment capital plan disbursed 435/8,311.9 billion VND, reaching 5.24% compared to the capital plan assigned by the Provincial People's Committee at the beginning of the year.

According to the Department of Finance, in the first months of the year, units and localities carried out procedures to review and propose extending the 2024 capital plan to 2025 and focused on completing documents to pay the volume.

The Loc Dai Reservoir project with a total investment of nearly 300 billion VND has been under construction for many years but is still not completed, affecting the disbursement of public investment capital in Quang Nam province.

Due to the arrangement of agencies and administrative units in February, the transfer of investor tasks caused certain difficulties in personnel work, project information as well as project continuity. In addition, the need to collect the stamps of some investors, so although there was a volume, the payment documents for disbursement were still not completed.

Mr. Nguyen Nhu Cong, Director of the Quang Nam Department of Finance, also said that the main reason is still due to the inadequate organization and implementation in localities, the direction is not regular, not drastic, not close; Site clearance is still a bottleneck affecting construction progress; Lack of construction materials, etc.

In order to promote the disbursement of public investment capital in the last month of 2025, Mr. Nguyen Nhu Cong, Director of the Department of Finance, proposed to strengthen the inspection and supervision of the performance of public duties of relevant individuals and units, individualize the responsibility of the head in case of slow disbursement, attach responsibility and evaluate the level of completion of work of assigned individuals and units with the disbursement progress of each project. Review and criticize cases that do not complete the plan.

At the same time, focus on doing a good job of investment preparation, improving readiness for project implementation. Local leaders must directly direct, inspect, and review each project, especially newly started projects, to ensure investment efficiency and output results of each project...

Repeal inappropriate regulations

Regarding the issue of capital allocation, Chairman of the People's Committee of Quang Nam province, Le Van Dung, requested that all investment capital plans be allocated by March 31 at the latest. Otherwise, the capital that is not allocated in time will be transferred to the central government.

Mr. Dung suggested focusing on disbursement, districts should not be distracted by the merger and dissolution policy. According to him, even if the organizational model changes, the district level is no longer there, the commune level is expanded, the staff doing the current work will continue to do it. "In my opinion, even if there is only 1 day, 1 hour left, we still have to do it thoroughly and do our best," said Mr. Dung.

Mr. Le Van Dung, Chairman of Quang Nam Provincial People's Committee, directed to abolish "sub-licenses" that affect work.

At the meeting, units expressed their opinions on many issues that are not regulated by law, delaying the disbursement of public investment capital. The Chairman of the Quang Nam People's Committee requested that these "sub-licenses" be immediately abolished.

“Previously, when the vice chairmen saw something that was difficult, they would sign documents, and then they couldn’t do anything because of those documents. The law doesn’t stipulate it, but we were too scared, so we signed documents to be safe. Now we have to review it, issue a notice to remove it, and not let ‘sub-licenses’ get in the way, making it impossible to do anything,” Mr. Dung requested.

In his speech, Secretary of the Quang Nam Provincial Party Committee Luong Nguyen Minh Triet emphasized the importance of disbursing public investment capital. To achieve the double-digit growth target, public investment accounts for an extremely large proportion.

“It can be said that the responsibility of disbursing public investment capital is the most important responsibility in socio -economic development at the present stage. I suggest that Party committees at all levels closely monitor this, especially in the context of many challenges and psychological impacts that can easily lead to neglect of work,” the Secretary of the Quang Nam Provincial Party Committee suggested.

According to Mr. Triet, some of the district's work was done wrongly, and many generations of leaders did not handle it, so now the "ball of responsibility" is being pushed to higher levels, waiting for instructions from the province. He requested that the district level act within its authority, not pushing the matter to higher levels.

The Quang Nam Party Secretary agreed and requested the Provincial People's Committee to direct the review, adjustment, and abolition of inappropriate regulations and update new legal documents. "We should not create sub-procedures and sub-regulations that hinder work when the law does not prohibit them," Mr. Triet emphasized.
