The Resolution stipulates piloting a number of specific mechanisms and policies for the development of Hai Phong city on investment management; financial management, state budget; planning, urban, natural resources and environment management; science and technology management, innovation; income of cadres, civil servants, public employees, experts, scientists, talented people, managers, highly qualified workers; establishment and operation of the city's Free Trade Zone.
Regarding the establishment of the City Free Trade Zone, the Resolution stipulates that the Free Trade Zone is an area with defined geographical boundaries, established to pilot outstanding, breakthrough mechanisms and policies to attract investment, finance, trade, tourism , high-quality services to promote exports, industry, research and development (R&D) activities, and attract high-quality human resources.
The free trade zone is organized into functional zones, including production zones, port and port logistics zones, logistics centers, trade and service zones and other types of functional zones as prescribed by law. Functional zones in the free trade zone that meet the conditions of non-tariff zones as prescribed by law are guaranteed customs inspection, supervision and control activities by customs authorities and state management activities in the respective fields of relevant agencies as prescribed by law.
Also according to the Resolution, the City People's Committee is allowed to sell apartment buildings that are public assets, built by the city from the state budget, or under the form of BT contracts formed after December 31, 1994 to before January 1, 2025.
Notably, the city implements a mechanism to create resources to implement salary reform according to regulations. After the city budget ensures enough resources to implement salary reform and social security policies issued by the central government during the implementation of this Resolution, the City People's Council is allowed to decide to use the remaining salary reform resources of the city budget and allow lower-level budgets to use the remaining salary reform resources to spend: Average additional income for cadres, civil servants, and public employees working in government agencies, the Party, and organizations managed by the city according to work efficiency at a level not exceeding 0.8 times the salary scale, position, or salary level according to job position, title, and leadership position; income for experts, scientists, talented people, managers, and highly qualified workers working in the city. The spending level is decided by the City People's Council.
The city budget enjoys 100% of the fees and charges collected from inland waterways on national inland waterways and from the management of port and inland waterway wharves in the city...
The Resolution takes effect from July 1, 2025.
