Quang Nam increased points, upgraded PAR INDEX and SIPAS

The national SIPAS index in 2023 is at 82.66%, an increase of more than 2.6 points compared to 2022. The level of people's satisfaction with the service of state administrative agencies of 63 provinces and cities is in the range of 75.03-90.61%. Quang Ninh leads (90.61%), followed by Thai Nguyen (90.29%), Hai Duong (90.23%). Bac Kan , Binh Phuoc, Cao Bang ranked lowest (respectively scoring 75.03%, 76.08% and 76.26%).

The PAR INDEX 2023 of provinces and cities has changed positively. The average value in 2023 reached 86.98%, 2.19% higher than in 2022. Quang Ninh leads the ranking (92.18%), followed by Hai Phong and Hanoi (91.87% and 91.43% respectively). An Giang, Soc Trang and Binh Thuan occupy the bottom 3 positions (scores 81.32%, 81.70% and 81.87% respectively).

Compared to 2022, Quang Nam 's SIPAS Index in 2023 ranked 59th out of 63 provinces and cities, up 2 places. The score reached 78.44%, up 3.88%, but 4.22% lower than the national average. The PAR INDEX ranked 56th out of 63 provinces and cities, up 1 place. The score reached 84.6%, up 3.69%, but still 2.38% lower than the national average.

According to the analysis, in the 8 areas of PAR INDEX evaluated, Quang Nam has 6 areas that increased in score and rank, including: direction and administration (9.44%/8.46% and 15/45); development and organization of implementation of legal documents (9.38%/8.82% and 28/53); administrative procedure reform (10.68%/9.66% and 62/63); administrative apparatus reform (9.81%/9.4% and 11/30); building and improving the quality of cadres, civil servants and public employees (11.75%/10.92% and 58/63); public finance reform (10.5%/9.29% and 27/47). Only one field (administrative modernization) increased in score but decreased in rank (11.59%/11.08% and 22/14) and the field of administrative reform's impact on people, organizations and socio-economic development indicators of the province decreased in score and dropped in rank (11.42/13.26 and 55/28).
