The overall SIPAS index for the whole country in 2023 was 82.66%, an increase of more than 2.6 points compared to 2022. The level of public satisfaction with the services of state administrative agencies in the 63 provinces and cities ranged from 75.03% to 90.61%. Quang Ninh led (90.61%), followed by Thai Nguyen (90.29%) and Hai Duong (90.23%). Bac Kan , Binh Phuoc, and Cao Bang ranked lowest (scoring 75.03%, 76.08%, and 76.26% respectively).
The PAR Index for provinces and cities in 2023 showed positive changes. The average value in 2023 reached 86.98%, 2.19% higher than in 2022. Quang Ninh led the ranking (92.18%), followed by Hai Phong and Hanoi (91.87% and 91.43% respectively). An Giang, Soc Trang , and Binh Thuan occupied the bottom three positions (scores of 81.32%, 81.70%, and 81.87% respectively).
Compared to 2022, Quang Nam 's SIPAS Index in 2023 ranked 59th out of 63 provinces and cities, an increase of 2 positions. The score reached 78.44%, an increase of 3.88%, but was 4.22% lower than the national average. The PAR Index ranked 56th out of 63 provinces and cities, an increase of 1 position. The score reached 84.6%, an increase of 3.69%, but was still 2.38% lower than the national average.
According to the analysis, in the 8 areas assessed in the PAR INDEX, Quang Nam province saw improvements and rankings in 6 areas, including: leadership and management (9.44%/8.46% and 15/45); drafting and implementing legal documents (9.38%/8.82% and 28/53); administrative procedure reform (10.68%/9.66% and 62/63); administrative apparatus reform (9.81%/9.4% and 11/30); building and improving the quality of cadres, civil servants, and public employees (11.75%/10.92% and 58/63); and public finance reform (10.5%/9.29% and 27/47). Only one area (administrative modernization) saw an increase in score, but a decrease in ranking (11.59%/11.08% and 22/14), and the area of the impact of administrative reform on people, organizations and socio-economic development indicators of the province saw a significant decrease in score and ranking (11.42/13.26 and 55/28).
