Quang Nam removes obstacles in applying clean water prices

According to Decision No. 2473, the roadmap for adjusting clean water prices is divided into 3 phases (3 periods) corresponding to 3 years of application. Specifically: The first year is from the collection period of October 2022; the second year is from the collection period of October 2023; the third year - period 3 is stipulated to be applied from the collection period of October 2024.

However, by October 2024, due to many unfavorable factors, the application of the third water price was suspended, causing many difficulties in the production and business activities of water supply enterprises.

At the meeting, a representative of Quang Nam Water Supply and Drainage Joint Stock Company said that the failure to implement the third water price adjustment according to schedule has directly affected the unit's ability to balance finances, repay debts and maintain stable operations.

According to the report, as of December 31, 2024, the company is at risk of overdue ODA loans with a total amount of more than VND98 billion. At the same time, it still owes the state budget more than VND54 billion related to previous advances.

The company recommends that the Provincial People's Committee consider allowing the continued implementation of the third water price from May 2025 to create conditions for balancing revenue sources, fulfilling financial obligations and maintaining stable water supply activities for the people. Propose that the province consider supporting and compensating for the revenue shortfall during the period when the new price has not been applied.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Tran Nam Hung agreed to continue applying the third water price according to Decision No. 2473 starting from the collection period of May 2025.

Mr. Tran Nam Hung requested Quang Nam Water Supply and Drainage Joint Stock Company to continue to develop a new water price plan in accordance with current regulations, update full information and legal basis, and send documents to the Department of Construction and the Department of Finance for appraisal. These two departments are responsible for closely coordinating, advising, and proposing to the Provincial People's Committee for consideration and decision as soon as possible.
