Quang Ninh leads the country in disbursement of public investment capital.

According to a report from the State Treasury Region III, as of May 13th, the disbursement value of public investment capital in Quang Ninh province reached VND 5,643 billion, achieving 24.2% of the annual plan and 54% of the disbursement target for the second quarter of 2026 (VND 10,561 billion).

Notably, the disbursement of the 2026 capital plan alone reached VND 4,911 billion, equivalent to 25.2% of the plan assigned by the Prime Minister at the beginning of the year. This rate is not only higher than the same period last year (14%) but also far exceeds the national average (15.2%). With these impressive results, Quang Ninh is currently leading 34 provinces and cities nationwide in the progress of public investment disbursement with a near-perfect score of 99.99/100 points.

It is projected that by the end of the second quarter of 2026, the entire province will strive to disburse 10,206 billion VND, reaching 97% of the quarterly target; of which, 58 out of 60 units are expected to meet or exceed the set targets. The total public investment capital plan for 2026 in Quang Ninh province is 23,277 billion VND.

Chairman of the Provincial People's Committee Bui Van Khang emphasized that disbursing public investment capital is a top political priority and the main driving force for the economy to ensure the province's growth target of over 13% in 2026. The Chairman requested that investors and localities make the utmost effort and determination to achieve the disbursement target of 10,561 billion VND in the first six months of the year.

To achieve this goal, the Chairman of the Provincial People's Committee requested that units and contractors take advantage of favorable weather conditions and mobilize maximum machinery and equipment to accelerate the construction progress of the 130 ongoing projects; localities must expedite compensation and land clearance work, absolutely preventing the situation of "projects waiting for land"; strictly control advances, recover advances, and manage construction material prices; and focus on completing procedures to start construction of new projects in the second quarter of 2026.

Chairman of the Provincial People's Committee Bui Van Khang also noted that departments and agencies need to urgently review and coordinate with contractors to consider adjusting contracts affected by fluctuations in fuel and labor prices according to regulations, in order to ensure a balance of interests and maintain the construction progress of the project.
