Quang Ninh implements many effective measures, many localities no longer have poor households

According to the Government's poverty standards, Quang Ninh province now has basically no poor households. This locality has completed the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period 3 years ahead of schedule.

In 2022, Quang Ninh still has 1,526 poor households, accounting for 0.41%; 5,553 near-poor households, accounting for 1.48% of the total number of households in the province. Poor households are mainly concentrated in mountainous, border and island areas of the province.

Determined to effectively implement the goal of sustainable poverty reduction and improve the quality of life of the people, especially those in disadvantaged areas, remote areas, and ethnic minorities, Quang Ninh has advocated dedicating many resources to support people, especially implementing credit loan packages for the poor and policy beneficiaries.

In 2021 and 2022, the province allocated nearly 200 billion VND of entrusted budget capital through the Social Policy Bank Branch to lend and create jobs in 64 communes in ethnic minority, mountainous, border and island areas.   Up to now, Bank C has provided loans to over 1,800 customers, disbursing nearly 140 billion VND to develop production and business, create jobs, and contribute to accelerating the implementation of the province's goals.

According to the People's Committee of Quang Ninh province, to effectively implement the goal of sustainable poverty reduction, the province has mobilized the strength of the entire political system, all levels, sectors, mass organizations, economic organizations, and armed forces, creating consensus and attracting the active participation of all classes of people, especially the poor and poor households themselves.

Thereby, awareness of poverty reduction and the will to escape poverty of poor households have been raised; many examples of determination to escape poverty have appeared in most localities.

Quang Ninh province has also allocated large resources from the budget and strongly attracted investment capital from businesses to complete all basic social services provided to poor households.

The infrastructure has been completely changed, modernized, and connected from the province to the villages, hamlets, and hamlets. Models and production facilities associated with job creation have been developed synchronously and widely, and the lives of the poor have been greatly improved.

The movement "The whole country joins hands for the poor, leaving no one behind" was launched by Quang Ninh. Localities responded and implemented fierce emulation, striving to reduce poverty quickly and sustainably with many specific local policies.

Quang Ninh also pays attention to developing education and training, improving the quality of human resources, focusing on vocational training for young workers to transform the labor structure, rural structure associated with job creation, increasing income; building a team of civil servants and public employees who are ethnic minorities and those working in ethnic minority areas, mountainous areas, border areas, and islands with sufficient qualities, capacity, and prestige, meeting the requirements of socio-economic development tasks.

Communication and information work on poverty reduction is focused on and organized in many diverse and effective forms, contributing to the implementation of the goal of sustainable poverty reduction.

With many effective and appropriate methods, up to now, Quang Ninh province has completed the poverty reduction target according to the plan for the 2021-2025 period.

Specifically, the whole province of Quang Ninh no longer has poor or near-poor districts; the whole province still has 258 poor households, accounting for 0.067% of the total number of households in the province; 2,454 near-poor households, accounting for 0.635% of the total number of population in the province.

Of which, Ha Long City has no more poor or near-poor households; 3 localities: Quang Yen Town, Co To District, Van Don District have no more poor households; the remaining 9 localities have a poverty rate of less than 1%.

Quang Ninh has now entered the stage of building and implementing the province's new multidimensional poverty standards according to Resolution No. 13/2023/NQ-HDND of the Provincial People's Council, higher than the national average, determined not to let poverty return, or poor households arise...

Currently, Quang Ninh aims to have no more poor or near-poor households by the end of 2024 according to the multidimensional poverty standards applied in the province in the period 2023-2025. By 2025, the average income of people in rural areas will reach over 5,000 USD/person, and by 2030, it will reach 8,000-10,000 USD/person.
