Strengthening information and communication work on draft legal policies for overseas Vietnamese

Over the years, the Vietnamese community abroad has increasingly affirmed its important position and role. Article 18 of the 2013 Constitution of the Socialist Republic of Vietnam stipulates that Vietnamese people residing abroad are an inseparable part of the Vietnamese ethnic community.

The Socialist Republic of Vietnam encourages and creates conditions for Vietnamese people residing abroad to preserve and promote the Vietnamese cultural identity, maintain close ties with their families and homeland, and contribute to the construction of their homeland and country.

The Vietnamese community abroad now has about 5.3 million people living and working in over 130 countries and territories, the majority of whom have legal status and stable lives, deeply integrated into the host society. Wherever they are, our compatriots always turn to the homeland, are closely attached to their national roots, are an inseparable part of the Vietnamese ethnic community, and are an important resource contributing to the cause of building, developing and defending the Fatherland.

With the country's foundation, potential, and international prestige increasingly enhanced, the trust of the Vietnamese community abroad is also increasingly strengthened.

In order to effectively implement the 13th Party Congress Resolution and meet the requirements of the cause of national construction and defense, the work of overseas Vietnamese continues to be focused on and implemented more comprehensively and strongly in the current context, thereby promoting the great resources and patriotism of our compatriots abroad towards their homeland and country, with correct awareness and actions in accordance with national interests, and at the same time, more clearly demonstrating the sentiments and responsibilities of the Party and State in caring for the overseas Vietnamese community.

The content of information and communication to overseas Vietnamese about the policies and viewpoints of the Party, the positive laws of the State, as well as draft policies and laws related to the rights and obligations of overseas Vietnamese, thereby demonstrating the motto of pioneering, making an important contribution to helping our compatriots abroad clearly and correctly understand the policies and guidelines of the Party and the laws of the State.

On the contrary, through participating in contributing opinions and feedback on relevant draft policies and laws, overseas Vietnamese have informed and reflected the difficulties, problems, thoughts and aspirations of our overseas compatriots to the Party, the State and the people in the country, contributing to closely connecting the great national unity bloc, thereby making our overseas compatriots more deeply aware of their responsibilities towards their homeland and country, and at the same time helping to amend, supplement and perfect policies and institutions.

Ways for people to enjoy their rights

Strengthening information work on policies and laws for overseas Vietnamese is one of the basic ways for people to enjoy their democratic rights.

Through the communication of draft policies, many people's opinions are promptly recorded to perfect draft legal policies, thereby meeting the people's legitimate needs, desires and aspirations.

Therefore, strengthening information and communication on legal policies right from the drafting steps not only aims to ensure the implementation of people's mastery in participating in law-making but also has extremely important significance in consolidating and building people's trust in the Party and the State, contributing to the implementation of the 13th Party Congress resolution with the widespread promotion of socialist democracy, mastery and the role of the people, promoting the strength of great national unity, strengthening social consensus, ensuring human rights and civil rights according to the 2013 Constitution.
