On October 27, 2025, the Party Committee of the People's Committee of Lam Dong province submitted a report to the Standing Committee of the Provincial Party Committee on the progress and requested approval for the groundbreaking ceremony of two boarding schools for primary and secondary levels in Thuan An and Quang Truc communes (two border communes formerly belonging to Dak Nong province ).

Accordingly, these two schools are part of the "Campaign to build schools for border communes," implemented in accordance with the Politburo 's policy outlined in Notice 81-TB/TW dated July 18, 2025, and the Government's Resolution 298/NQ-CP dated September 26, 2025. Each school will have 30 classrooms and approximately 1,050 students, with total investments of VND 225.94 billion (Thuan An commune) and VND 215.94 billion (Quang Truc commune), respectively. Construction is expected to begin on November 2, 2025, and be completed before August 30, 2026.

Both projects were implemented under a special public investment mechanism, following a streamlined "design-build" process. The investor was the Investment and Construction Management Board No. 3 of Lam Dong province. Among them, Thuan An boarding school was chosen as the project whose groundbreaking ceremony was attended by Party and State leaders.

The whole country is united in support of our beloved students in border areas.

On the afternoon of October 27th, the Director of the Lam Dong Department of Education and Training, Le Thi Bich Lien, stated that previously (on October 20th), the Provincial People's Committee had issued a plan to implement the "Campaign to build schools for border communes" and the "Nationwide movement for beloved border students," in accordance with the Government and Politburo's policy on developing the education system in border areas.

According to the plan, during the period 2025-2027, Lam Dong province will invest in the construction of five boarding schools for ethnic minorities at the primary and secondary levels in the border communes of Quang Truc, Tuy Duc, Thuan Hanh, Thuan An, and Dak Wil.

These are particularly challenging areas, bordering Cambodia, home to a large number of ethnic minorities, and serving as a crossroads between key economic and defense zones in Lam Dong province.

Looking ahead to 2025, Lam Dong province will focus on establishing five schools, completing land clearance, and approving investment plans for the first two boarding schools in Quang Truc and Thuan An communes.

According to Nguyen Minh, Vice Chairman of the Lam Dong Provincial People's Committee, these two projects are expected to commence on November 2, 2025, and be completed before August 30, 2026, in time for use in the 2026-2027 school year. The remaining three schools will be implemented and completed in 2027.

Funding for implementation will be mobilized from the central government budget, local government budgets, and socialized sources. The Provincial People's Committee assigns the Department of Education and Training as the lead agency, coordinating with the Department of Agriculture and Environment, the Department of Construction, the Department of Finance, the Department of Home Affairs, and the People's Committees of the communes to ensure progress, quality, and clear responsibilities, authority, and results according to the provincial plan.

Vice Chairman of the Provincial People's Committee Nguyen Minh affirmed that building schools in border areas is not only an educational task but also a strategy to strengthen the border, raise the level of knowledge and improve the well-being of children of ethnic minorities.

We are committed to ensuring that no student is left behind.

According to Vice Chairman of the Provincial People's Committee Nguyen Minh: "Currently, the Provincial People's Committee has submitted a progress report to the Government, ensuring that the groundbreaking ceremony will take place as directed by the Prime Minister."

According to the plan, the groundbreaking ceremony for the construction of two boarding schools in Quang Truc and Thuan An communes will be held solemnly on November 2nd, presided over by the Chairman of the Lam Dong Provincial People's Committee, Ho Van Muoi, who will also give the order to commence construction.

These new schools are designed with modern features, meeting the learning and boarding needs of students in remote areas, while also incorporating inclusive education models, preserving ethnic minority cultures, and enhancing Vietnamese language instruction for students at the beginning of their schooling. Each school is considered a "milestone of knowledge"—both a place for imparting knowledge and a pillar of hope for the people in the border region.

"The construction of boarding schools in border communes marks the beginning of a policy to develop the socio-economic conditions of border areas, islands, and particularly disadvantaged regions after mergers. This is how Lam Dong affirms its commitment to ensuring that no student is left behind," Mr. Nguyen Minh reiterated.

Lam Dong province is undergoing transformation after the merger, and the construction of schools in this border region holds special significance: it not only expands the education network but also strengthens public support, contributes to maintaining stability and security along the border, and inspires a desire for learning in the upstream border areas of the country.

Previously, on October 22, 2025, the Government Office issued Official Letter No. 10194/VPCP-KGVX conveying the directive of Prime Minister Pham Minh Chinh regarding the simultaneous commencement of construction of 100 ethnic minority boarding schools (primary and secondary levels) in border communes in October 2025. The Prime Minister assigned the Ministry of Education and Training to preside over and coordinate with relevant ministries, agencies, and localities to review and report on the preparation for the groundbreaking ceremony, clearly stating the list of schools, locations, attendees, and speeches of leaders at all levels. According to Official Letter 6744 dated October 22 from the Ministry of Education and Training, it is expected that on November 2, the Prime Minister will attend the groundbreaking ceremony for a boarding school in a border province.
