The billion-dollar market in Yen Nghia ward is still empty.

More than 10 years after its completion, Mai Linh market (Yen Nghia ward) is still locked and quiet, many items are used as warehouses and offices. Meanwhile, local people do not have an official market for trading, but have to meet temporarily in a degraded "morning market" area, which poses many potential safety risks.

In the Hanoi Moi Newspaper issue dated November 22, 2024, there was an article "Construction order violations at Mai Linh market (Ha Dong): 10 years have not been resolved", which mentioned that Mai Linh market was invested in since 2014 but has not been effective because it was not built according to the basic design and has not been granted a construction permit... Since the Hanoi Moi Newspaper reported this, although the authorities have taken stronger action, there has been no significant change.

According to documents recently provided by the People's Committee of Yen Nghia Ward to reporters of the Hanoi Moi Newspaper, since its inauguration, the market has not been operating properly, most of the area is vacant, and many items have been degraded. Report No. 38/BC-KTHTDT dated October 21, 2025 of the People's Committee of Yen Nghia Ward clearly stated that the project has many violations of construction order, such as: Construction without a license, design drawings not in accordance with the detailed planning 1/500, fire prevention and fighting not yet approved, technical documents lack confirmation from specialized agencies. Previously, the People's Committee of Ha Dong District (old) issued Decision No. 1632/QD-KPHQ dated March 17, 2014 requesting to remedy the consequences, but to date many problems have not been completely resolved.

Last weekend, a Hanoi Moi reporter conducted a survey and found that some kiosks in the market were being misused as real estate offices, technology companies, tile and sanitary equipment stores. Internal roads were degraded, the electricity and water systems were damaged, and weeds were growing wildly. Meanwhile, people still had to hold temporary markets in the area called the "morning market" nearby, with cramped premises, degraded and dilapidated structures, lack of safety, and poor hygiene.

Talking to reporters of Hanoi Moi Newspaper, Head of the Economic , Infrastructure and Urban Department of Yen Nghia Ward Pham Anh Tuan said: "The investor has sent a document proposing the City People's Committee to consider adjusting the project's objectives, converting Mai Linh market into a social housing model. The ward has reported and at the same time requested the investor to correct all existing violations before considering the conversion plan."

Mr. Pham Anh Tuan provided reporters with Decision No. 3621/QD-UBND dated July 1, 2025 of the Hanoi People's Committee, which stated that the "Mai Linh Social Housing" project proposed by Vietnam Trade Development Joint Stock Company was included in the list of social housing projects for the period 2021-2025 (Phase 6), with an area of ​​0.7 hectares, a total floor area of ​​14,615 square meters, and a scale of 150 apartments. However, the decision also clearly stated: "Information about the projects is only tentative; the City People's Committee assigned departments and branches to appraise and review before submitting for consideration and decision."

In fact, while the project invested in building a people's market has not yet fixed the violations, local people do not have a standard market for buying, selling and trading, the request to change the project's purpose makes people worried. Many people believe that this needs to be carefully considered, ensuring both thoroughly handling the violations and meeting the actual needs of the people.

A billion-dollar project is being abandoned, while a temporary market nearby is a public service point. This is a paradox that needs to be resolved soon. Public opinion believes that before considering switching to a new project, what needs to be done is to end the waste, thoroughly handle violations that have existed for many years, restore the proper land use function, and ensure investment efficiency and the rights of the community.
