Survey of budget revenue and expenditure at State Treasury region XIX

On the morning of October 29, the Economic - Budget Committee of the Provincial People's Council conducted a survey at the State Treasury (KBNN) region XIX on the implementation of the Provincial People's Council Resolution on the state budget revenue and local budget expenditure estimates for 2025 in the province. Comrade Le Thi Thuy Kieu - Provincial Party Committee member, Vice Chairwoman of the Provincial People's Council participated in the survey delegation.

Comrade Le Thi Thuy Kieu - Provincial Party Committee member, Vice Chairwoman of the Provincial People's Council noted a number of issues that need attention.

According to the State Treasury of Region XIX, as of October 20, the total state budget revenue was over 17,075 billion VND, reaching 79.82% compared to the Resolution of the People's Council. The total regular expenditure of the local budget was over 23,299 billion VND; reaching 86.28%.

Regarding the disbursement of public investment capital, the whole province has disbursed 33% of the capital plan for 2025. The coordination of State budget collection through commercial banks has always been maintained and operated stably. The State Treasury of Region XIX has proactively controlled and implemented well risk prevention solutions in State Treasury operations.

Members of the survey team discussed a number of issues related to the budget revenue and expenditure situation.

At the survey, delegates discussed and clarified the difficulties and problems of the unit when reorganizing administrative units at all levels and building a 2-level local government model up to now.

Accordingly, focus on reviewing the situation of debt settlement after settlement, closing accounts and closing project codes; overdue advance balance; projects that have had settlement data compared but the State Treasury of Region XIX has not yet received a settlement approval decision; progress of public investment capital disbursement; propose to continue training and timely development for accounting teams of units in communes and wards.

Vice Chairwoman of the Provincial People's Council - Le Thi Thuy Kieu proposed that the State Treasury of Region XIX continue to advise and recommend the Central Government to reduce and simplify administrative procedures in the State Treasury system; at the same time, advise and coordinate well with localities and relevant departments and branches to promptly remove difficulties to implement the disbursement of public investment capital plans, training, professional and technical guidance... to successfully complete assigned tasks.
