National Assembly Delegate Tran Thi Hong Thanh proposed 5 solutions and 4 recommendations to promote the strong development of the cultural industry, achieving the goal of the cultural industry contributing 7% of GDP by 2030 and 8% of the country's GDP by 2035.

Participating in the discussion on the Report on the results of implementing the socio- economic development plan in 2025 and the expected socio-economic development plan in 2026 on the afternoon of October 29, National Assembly delegate Tran Thi Hong Thanh - National Assembly delegation of Ninh Binh province expressed her joy at the comprehensive and outstanding results in most of the country's socio-economic fields in 2025 with the expectation that 15/15 main targets will be achieved and exceeded compared to the plan.

To achieve the double-digit growth target for the 2026-2030 period, delegates highly agreed with the 5 guiding viewpoints on the general target, 15 key targets and 11 groups of tasks and solutions to focus on implementing in 2026, the opening year for the new development period as reported by the Government .

Discussing and clarifying and proposing a number of solutions and recommendations to strongly promote the development of cultural industries - one of the 11 groups of tasks identified by the Government in the report that need investment - delegate Tran Thi Hong Thanh said that the cultural industry has been identified by the Party and State as an important economic sector, contributing to the preservation and promotion of national identity, while promoting growth, creating jobs, expanding creative space and affirming Vietnam's position in the international arena. Resolution No. 33 dated June 9, 2014 of the Central Executive Committee and the strategy for developing cultural industries until 2030 have laid the foundation for a new development phase of this field.

Up to now, after 4 years of implementing the cultural industry development strategy, Vietnam has formed and expanded many key fields: Cinema, music, fine arts, fashion, advertising, video games, creative design, handicrafts, publishing, cultural tourism and especially performing arts and digital cultural heritage.

Many cultural products have affirmed the Vietnamese brand on the regional map, demonstrated through international events, film festivals or youth creative programs.

However, according to delegates, the scale of Vietnam's creative culture market only accounts for about 4% of GDP, much lower than the average of 7-10% of countries in the region. Creative infrastructure is not yet synchronized, policies to encourage investment, protect intellectual property rights and the creative labor market are still limited, many localities do not have their own strategies for developing cultural industries; planning, human resource training and regional linkages are not clear.

In order to promote the strong development of the cultural industry and achieve the goal of contributing 7% of GDP by 2030 and 8% of the country's GDP by 2035 as set out in the National Assembly's resolution approving the investment policy of the National Target Program on Cultural Development for the 2025-2035 period, delegate Tran Thi Hong Thanh proposed 5 solutions and 4 recommendations as follows:

Firstly , perfecting institutions and policy mechanisms, promulgating the Law on Cultural Industry Development to create a synchronous and clear legal framework; building a healthy cultural market, clearly defining intellectual property rights, protecting the legitimate rights of authors and creators, preferential policies for investment, tax, land and digital transformation. Integrating policies for developing culture, tourism, media and creative technology in a national strategic framework.

Second , develop a creative ecosystem and high-quality human resources, form creative centers, support cultural startups, incubate art ideas and projects, innovate art education, link training with market needs and digital transformation.

Focus on training talents and high-quality human resources according to two projects approved by the Prime Minister: the project on training talents in the field of culture and arts for the period 2016-2025, with a vision to 2030, and the project on training and fostering cultural and artistic human resources abroad until 2030.

Third , promote digital transformation in the cultural sector, develop digital infrastructure to serve the production, distribution and promotion of cultural products applying AI and virtual reality technology in preserving tourism, cultural and performing arts heritage.

Fourth , regional linkage and socialized investment, building cultural value chains, creative tourism by region, linking cultural products with local brands. Encourage private enterprises, investment funds and artist communities to participate in developing cultural industries according to the public-private partnership model.

Fifth, develop the soft power of Vietnamese culture in international integration, bring Vietnamese cultural products to the world through films, fashion, performing arts, cuisine, literature and digital products. Strengthen promotion and organize cultural weeks and international creative festivals in Vietnam, contributing to building the image of a dynamic and creative country.

About the proposal:

Firstly , for the State: Identify the cultural industry as a key economic sector, it is necessary to include the industry's growth target in the 5-year socio-economic development plan; make key investments in creative infrastructure, heritage preservation, cultural digital transformation and human resource development.

Second , for localities: Each province and city needs to develop its own cultural industry development strategy associated with local characteristics, heritage identity and strengths, forming creative industry clusters and performance centers, and cultural tourism design.

Third, for the business community and society: Encourage investment, sponsorship, and international cooperation in artistic creation, build modern typical culture, and honor Vietnamese intellectual products.

Fourth , for intellectuals and artists: Promote the role of creative core, inspire innovation, and enhance aesthetic and humanistic values ​​in each cultural product.
