The field trip amidst challenging weather conditions demonstrates the deep affection, responsibility, and solidarity of Hue city leaders towards the people in the flood-affected areas; it also affirms the determination of the entire political system to proactively respond to and overcome the consequences, quickly stabilize lives, and restore production.

In the isolated area, City Party Secretary Nguyen Dinh Trung cordially inquired about the living conditions of the people during the days of heavy rain and flooding, especially regarding the work of ensuring safety, stockpiling essential goods, clean water, and providing healthcare for the people. He also acknowledged the proactive spirit of the Quang Dien commune government and the police, military, and militia forces in organizing emergency response, supplying food, and assisting people in moving to safe areas.

The Party Secretary emphasized that the flood situation remains complex, with forecasts indicating that water levels in rivers will continue to rise, and many low-lying areas will remain flooded in the coming days. Therefore, local authorities must absolutely not be complacent or negligent, maintain strict duty rosters, and proactively prepare evacuation and rescue plans in case of emergencies, preventing any unexpected incidents.

Mr. Nguyen Dinh Trung requested that functional forces maintain a firm grasp of the situation, have resources and personnel ready to provide timely support to the people; paying particular attention to caring for the elderly, children, vulnerable people, and households in remote and isolated areas.

The Party Secretary urged the people to remain calm, follow the government's instructions, trust in the leadership and guidance of all levels, and at the same time promote the spirit of solidarity and mutual assistance to overcome difficulties and quickly stabilize their lives after the floods.

Reporting at the inspection, the leaders of Quang Dien commune stated that the locality had proactively implemented many measures to respond to the floods, directing the inspection and review of roads at risk of flooding, setting up ropes and warning signs, and deploying forces to man checkpoints at vulnerable and deeply flooded locations. Disaster prevention and control work was seriously implemented according to the city's directives; the commune established disaster prevention and control task forces, inspected drainage systems, and reinforced houses, schools, and public works.

This was the request of Phan Thien Dinh, Deputy Secretary of the City Party Committee and Chairman of the City People's Committee, during his inspection and distribution of flood relief gifts in An Cuu ward on the afternoon of October 29th.

By the afternoon of October 29th, many low-lying areas in An Cuu ward were still flooded. According to the An Cuu ward leaders, in recent days, the ward has mobilized all armed forces, associations, and organizations to evacuate all households affected by the floods to safe locations. Many cases of illness, pregnant women, etc., have received first aid and been promptly transferred to hospitals for treatment.

Despite many areas being deeply flooded and experiencing strong currents, rescue forces managed to reach residents, distributing 300 boxes of instant noodles, bottled water, and other food and essential supplies. By late afternoon on October 29th, all households in low-lying areas of the ward were safe and had sufficient food supplies. Forces are continuing to search for residents and students in low-lying areas to evacuate them to safety tonight.

Given the forecast of continued complex developments in the flood situation, the leaders of An Cuu ward requested the Chairman of the City People's Committee and members of the delegation to urgently provide an additional 500 boxes of instant noodles and bottled water. They also requested emergency assistance including one generator, one speedboat, and five mud-spraying machines to ensure relief and rescue operations during and after the floods.

During the inspection, Mr. Nguyen Dinh Duc, Director of the Department of Agriculture and Environment, emphasized that the flood situation remains complex and dangerous, especially with the new storm forming and potentially making landfall. Therefore, An Cuu ward needs to remain vigilant and continue implementing evacuation plans to protect the people.

After visiting and encouraging households affected by the floods, the Deputy Secretary of the City Party Committee and Chairman of the City People's Committee, Phan Thien Dinh, praised the efforts of the An Cuu ward forces during the severe flooding. He also requested that relevant departments provide urgent assistance to An Cuu ward, including 500 boxes of instant noodles, drinking water, essential supplies, a mud-spraying machine, a small boat, and a canoe… to respond to the floods. Following the floods, the ward needs to urgently clean up the environment and provide medical care to ensure the people's lives are stabilized as soon as possible.

Later that afternoon, Phan Thien Dinh, Deputy Secretary of the City Party Committee and Chairman of the City People's Committee, along with members of the delegation, inspected the flood situation in Phu Bai ward.
