Member of the Central Committee of the Party, Secretary of the City Party Committee Nguyen Dinh Trung chaired the working session. Also attending were Standing Deputy Secretary of the City Party Committee Pham Duc Tien; Deputy Secretary of the City Party Committee, Chairman of the City People's Committee Nguyen Khac Toan; Deputy Secretary of the City Party Committee, Chairman of the Vietnam Fatherland Front Committee of the city Nguyen Chi Tai; along with members of the Standing Committee of the City Party Committee and leaders of relevant agencies.
The report presented at the meeting stated that, in implementing the conclusions and directives of the Central Committee and the City Party Committee, the Party Committee of the City People's Committee has focused on leading and directing departments, agencies, and localities to implement many solutions to overcome shortcomings and limitations in the management of non-budgetary investment projects, especially those with prolonged delays.
To date, progress has been made in addressing delayed projects. Specifically, 16 out of 38 projects have been rectified and put into operation, accounting for 42.1%; 3 out of 38 projects are undergoing procedures to terminate operations, accounting for 7.9%; and 19 out of 38 projects are still being processed. Among the projects still being processed, 9 out of 38 projects have commenced construction, accounting for 23.7%; and 10 out of 38 projects are in the investment preparation phase and have not yet commenced construction, accounting for 26.3%.
The report also indicates that some delayed projects are facing long-standing difficulties and obstacles, requiring central government intervention or the application of specific mechanisms and policies. The main obstacles relate to planning adjustments, land procedures, land use conversion, compensation, site clearance, as well as changes in the legal system regarding investment, land, and construction over time.
In addition, some projects are affected by objective factors such as economic fluctuations and the impact of epidemics; while the financial capacity and organizational implementation capabilities of some investors are limited, leading to delays in project completion as committed.

In addition to the above reasons, at certain times, coordination among relevant agencies and units has not been synchronized; monitoring and urging progress have not been regular or timely, leading to delays in identifying and resolving existing problems and limitations arising during project implementation.
Concluding the meeting, Central Committee member and City Party Secretary Nguyen Dinh Trung emphasized that the general requirement is high political determination and unity in direction and implementation to effectively resolve difficulties and obstacles for slow-progressing projects in the city in the coming period. The City Party Secretary requested a comprehensive compilation of tasks and issues that need to be addressed for each group of projects to serve as a basis for implementation.
Party Secretary Nguyen Dinh Trung requested the Party Committee of the City People's Committee to promptly report on the results of resolving issues related to projects according to the direction and proposals of the Standing Committee of the City Party Committee; based on that, the City Party Committee's Inspection Committee will compile and report on the implementation results to serve the monitoring and supervision work as prescribed.
The Standing Committee of the City Party Committee also requested the Party Committee of the City People's Committee to continue closely following the conclusions and directives of the Central Government, resolutely handling all projects that violate regulations on progress; and at the same time, proactively coordinating with central ministries and agencies to resolve difficulties beyond their authority. The overarching principle is to maintain discipline and order in land management and investment, creating a transparent and healthy environment, contributing to promoting sustainable socio-economic development.
