Hanoi: 1,165,878 gift packages will be distributed to beneficiaries of social policies during the Lunar New Year.

The total number of gifts is expected to be 1,165,878, with a total budget of 574,423,500,000 VND, secured from city and commune-level budgets according to decentralization and other legally mobilized sources.

On December 15, 2025, the Standing Vice Chairman of the People's Committee of Ho Chi Minh City, Duong Duc Tuan, signed and issued Plan No. 341/KH-UBND on giving gifts to beneficiaries of social policies, people with meritorious services; people receiving monthly pensions, disability allowances, and social retirement allowances; poor households; near-poor households; social welfare beneficiaries; the elderly; workers and employees with particularly difficult circumstances; female former youth volunteers with difficult circumstances; and visiting and giving gifts to outstanding organizations, individuals, and units implementing policies on the occasion of the Lunar New Year of the Horse 2026.

The total number of gifts is expected to be 1,165,878, with a total budget of over 574.4 billion VND from city-level and commune-level budgets according to decentralization and other legally mobilized sources.

In addition to the aforementioned budget funds, the city assigns the People's Committees of communes and wards, and the heads of relevant units, to determine the levels of subsidies, gift amounts, and hardship assistance for eligible individuals based on donations and other permitted sources, in accordance with the capabilities of their respective agencies and units, during the Lunar New Year of the Year of the Horse 2026. The regulations clearly specify the eligible individuals and gift amounts, including:

For individuals:

The gift amount (in cash) is 2,000,000 VND/person for: Vietnamese Heroic Mothers; Heroes of the People's Armed Forces, Labor Heroes during the resistance war; wounded soldiers, wounded soldiers of type B, those receiving benefits similar to wounded soldiers with 21% or more bodily injury; sick soldiers with 41% or more bodily injury; wounded and sick soldiers currently being cared for at 7 centers in neighboring provinces; revolutionary activists before January 1, 1945 (veteran revolutionaries); revolutionary activists from January 1, 1945 to the August 1945 uprising (pre-uprising revolutionaries); people who contributed to the revolution and are receiving monthly allowances (in cases where the person named in the family who received the "Homeland's Recognition" commemorative medal or the "Meritorious Service to the Nation" certificate has passed away, their spouse or child will receive it); representatives of the martyr's family (parents, spouse, child, caregiver). Volunteer youth receiving monthly allowances; resistance fighters exposed to chemical toxins; revolutionary and resistance fighters who were captured, imprisoned, or exiled by the enemy.

The gift amount (in cash) is 1,000,000 VND/person for: Children of resistance fighters exposed to chemical toxins who are receiving monthly allowances; children of resistance fighters exposed to chemical toxins currently being cared for at 7 centers in neighboring provinces; representatives of martyr worship (1 martyr/1 gift); military personnel who participated in the resistance war against the US and had less than 20 years of service in the army, who have been demobilized and returned to their localities according to Decision No. 142/2008/QD-TTg and are receiving monthly allowances; and officers and soldiers of the People's Public Security who participated in the resistance war against the US and had less than 20 years of service in the People's Public Security, who have resigned and returned to their localities according to Decision No. 53/2010/QD-TTg and are receiving monthly allowances. Those who participated in the war to defend the Fatherland, performed international duties in Cambodia, and assisted Laos after April 30, 1975, and have since been demobilized, discharged from the military, or terminated their employment according to Decision No. 62/2011/QD-TTg, are currently receiving monthly allowances.

A cash gift of 1,000,000 VND per person is given to female former Youth Volunteers with particularly difficult circumstances (lonely, not receiving monthly allowances), as proposed by the Hanoi City Association of Former Youth Volunteers.

Gift amounts for congratulating and celebrating the longevity of elderly people (in cash): From 700,000 VND to 1,500,000 VND per person...

The amount of gifts for outstanding units and individuals; allowances for officials and employees directly serving during the Tet holiday; and supplementary meal allowances during Tet for those receiving treatment and care at facilities under the management of the Department of Internal Affairs, the Department of Health, and the City Police :

Gifts were presented to 73 organizations, each gift valued from 6,000,000 VND to 16,000,000 VND (including Thang Long Club, the Representative Board of Revolutionary Soldiers Imprisoned by the Enemy in Hanoi, the Cadre Rehabilitation Center in Dai Lai, the Hanoi Center for Nurturing and Caring for Meritorious People No. 2, the Hanoi Center for Caring for People with Disabilities; the People's Committee of Thanh Thuy Commune - Phu Tho Province, the Association of Victims of Agent Orange in Hanoi, the Association of Businesses of War Veterans and People with Disabilities in Hanoi...; the Ministry of Public Security's Juvenile Detention Center - Ninh Binh, Hospital 09 - Department of Health, the Association of the Blind in Hanoi...; and 4 organizations providing care for social policy beneficiaries.

150 gifts were presented to outstanding individuals, each worth 6,000,000 VND (5,000,000 VND in cash and a 1,000,000 VND gift bag): including veteran revolutionaries, Vietnamese Heroic Mothers; intellectuals, families receiving preferential treatment, poor households, laborers, outstanding citizens, exemplary individuals and good deeds...

A cash gift of 500,000 VND per person: This is to compensate staff and workers directly involved in providing services; and to supplement meal expenses for individuals receiving treatment and care during the Tet holiday at social welfare centers under the Department of Internal Affairs, the Department of Health, and the City Police.
