Hanoi spends over 574 billion VND on Lunar New Year gifts for beneficiaries of social policies.

(PLVN) - On the occasion of the Lunar New Year 2026 (Year of the Horse), Hanoi City is implementing a plan to care for social welfare, focusing on war veterans, policy beneficiaries, and vulnerable groups. With over 1 million gift packages distributed, the program demonstrates concern, gratitude, and the spirit of "leaving no one behind" during the traditional Tet holiday in the capital city.

The Standing Vice Chairman of the Hanoi People's Committee, Duong Duc Tuan, has just signed and issued Plan No. 341/KH-UBND on visiting and giving gifts to beneficiaries of social policies, meritorious people, vulnerable people, and outstanding organizations and individuals on the occasion of the Lunar New Year of the Horse 2026.

According to the plan, the city requires that visits and gift-giving be carried out correctly, with full benefits, in a timely manner, and in compliance with current financial regulations. In addition, Hanoi will mobilize maximum social resources with diverse and practical forms of support to better care for those in difficult circumstances, ensuring that all citizens can celebrate Tet (Lunar New Year).

It is projected that the total number of gifts distributed during the Lunar New Year of the Horse in 2026 in the city will exceed 1.1 million, with a total budget of over 574 billion VND. Funding will be secured from the city-level and commune-level budgets according to decentralization, as well as other legally mobilized sources.

In addition to the aforementioned budget, the People's Committee of Ho Chi Minh City assigns the People's Committees of communes and wards, and the heads of relevant units, to determine the level of subsidies, gift giving, and assistance for those in need during Tet based on donations and other legally mobilized resources, in accordance with the capabilities of each agency and unit, ensuring clear regulations on eligible recipients and expenditure levels.

For individuals, the city gives cash gifts of 2 million VND to: Heroic Vietnamese Mothers; Heroes of the People's Armed Forces, Heroes of Labor during the resistance war; wounded soldiers, wounded soldiers of type B and those receiving benefits similar to wounded soldiers with a body injury rate of 21% or higher; sick soldiers with a body injury rate of 41% or higher; wounded and sick soldiers being cared for at centers; revolutionary activists before January 1, 1945; revolutionary activists from January 1, 1945 to before the August Revolution of 1945; people who contributed to the revolution and are receiving monthly allowances; representatives of the families of martyrs; volunteer youth receiving monthly allowances; resistance fighters exposed to chemical toxins and revolutionary and resistance fighters captured and imprisoned by the enemy.

A cash gift of 1 million VND is given to the following: children of resistance fighters exposed to chemical toxins who are receiving monthly allowances; children of resistance fighters exposed to chemical toxins who are being cared for in centers; representatives of martyrs' worship services; military personnel and People's Public Security officers who participated in the resistance against the US with less than 20 years of service who have been demobilized, discharged, or retired and returned to their localities and are receiving monthly allowances; and those who participated in the war to protect the Fatherland and performed international duties after April 30, 1975, and are receiving allowances.

The city also allocated a gift of 1 million VND to female former youth volunteers who are in particularly difficult circumstances, lonely, and not receiving monthly allowances, as proposed by the Hanoi City Association of Former Youth Volunteers.

For the elderly, the city provides birthday greetings and congratulations in the form of cash, ranging from 700,000 VND to 1,500,000 VND per person, in accordance with current regulations.

In addition, Hanoi organized gift-giving to 73 units, with amounts ranging from 6 to 16 million VND per recipient, including organizations and facilities caring for war veterans, social welfare beneficiaries, and exemplary units. The city also allocated 150 gifts to exemplary individuals, each worth 6 million VND, including 5 million VND in cash and a gift bag worth 1 million VND, to express gratitude to revolutionary veterans, Vietnamese Heroic Mothers, intellectuals, policy beneficiary families, poor households, laborers, outstanding citizens, and those who exemplify good deeds.

In addition, each commune and ward in the districts of Cua Nam, Hoan Kiem, Ba Dinh, Tay Ho, Dong Da, Hai Ba Trung, Ha Dong, and Thanh Xuan will organize visits to three exemplary families and individuals. The city will also give 500,000 VND to each person as a bonus for officials and employees directly serving during Tet, and to supplement meal expenses for those receiving treatment and care at centers under the Department of Internal Affairs, the Department of Health , and the City Police during the Lunar New Year of the Year of the Horse 2026.
