Investing in upgrading market networks to promote trade

Over the past years, the province has synchronously implemented many programs and policies to reduce poverty, support social security, and develop ethnic minority areas. In particular, investing in renovating and upgrading the rural market network is a practical solution to promote trade, agricultural product consumption, and improve people's lives.

In particular, investing in renovating and upgrading the rural market network is a practical solution to promote trade, agricultural product consumption, and improve people's lives.

Complete commercial infrastructure

The investment in renovating and upgrading the market network under the National Target Program on Socio -Economic Development in Ethnic Minority and Mountainous Areas (DTTS-MN) for the 2021-2025 period aims to improve facilities, create a favorable trading environment, and encourage people to expand business activities and consume agricultural products and local specialties.

According to Mr. Pham Phuoc Trai - Deputy Director of the Department of Industry and Trade, in the period of 2021-2025, in the ethnic minority areas, the province has implemented 8 investment projects to renovate and upgrade markets including: Thanh Hoa Son, Truong Tho, Long Son, Phong Phu, Hoa An, Nhi Truong, Tan My and Tra Con, with a total investment of nearly 7.7 billion VND, of which nearly 6.6 billion VND has been disbursed. Up to now, the projects have been completed and put into use, promoting practical efficiency, creating an important premise for the next phase.

In the period of 2026-2030, the Department of Industry and Trade continues to advise the Provincial People's Committee to coordinate with departments, branches and localities to effectively implement the content of "Investing in construction, renovation and upgrading of the market network in ethnic minority and mountainous areas". At the same time, encourage the mobilization of social resources combining central and local budgets and people's contributions to invest in modern markets.

Provincial leaders continue to advise the Government to expand the scope of the entire ethnic minority and mountainous areas, not just limiting it to the ethnic minority and mountainous areas in difficult and especially difficult areas (region II and region III) as the current policy, creating favorable conditions for capital allocation and implementation.

The implementation of the content of "Investing in construction, renovation and upgrading of the market network in ethnic minority and mountainous areas" in the 2021-2025 period in the province has achieved positive results, but there are still some difficulties and problems. However, with the direction of the province and the coordination of all levels and sectors, the 2026-2030 period will continue to promote efficiency, perfecting the market system in a civilized and sustainable direction, contributing to the implementation of the socio-economic development goals in ethnic minority and mountainous areas.

Expanding business operations

The program has been effectively implemented in many localities, in which Ngu Lac commune is one of the typical units that has been invested in, upgraded synchronously, and promoted effectively.

Ngu Lac commune has a natural area of ​​60.922 km² including 16 hamlets with 7,183 households and 32,309 people, of which Khmer people account for 65.05%. Currently, the commune manages 2 type III markets: Ngu Lac market and Thanh Hoa Son market.

In 2023, the commune invested in renovating and upgrading Thanh Hoa Son market with a budget of 1.2 billion VND, the project was completed and put into use in 2024. Items include upgrading the existing market house (375.7m²); building a new garage; prefabricated house, drainage system. After completion, the number of business households increased to 65 households (an increase of 125% compared to before), the stall occupancy rate reached 100%.

Ngu Lac Market is invested in construction in the 2022-2024 period with a total investment of over 47 billion VND. The project has a scale including a main house of 1,795m²; outdoor kiosk area, restroom area; market yard, traffic roads, drainage system, electricity, water supply and outdoor fire protection system built synchronously, meeting the requirements of rural commercial infrastructure development.

Ms. Nguyen Thi Bich Thuy, a textile and clothing retailer at Thanh Hoa Son market, said: The investment and upgrading of the market has created favorable conditions for people to exchange and buy and sell goods, contributing to the development of individual household economies. However, it is necessary to pay attention to investing in more public toilets and fixing the leaking situation when it rains to make business activities more convenient and safer.

Trader Vo Thi Nam, who sells breakfast food and soft drinks at the market, expressed her wish: In addition to investing in upgrading the market in a civilized direction, local authorities need to strengthen environmental sanitation and regularly collect waste to maintain the beauty, ventilation and cleanliness of the market area, creating the image of a civilized and friendly rural market.

Investment in construction, renovation and upgrading of market networks has contributed to improving rural trade infrastructure, promoting the circulation of goods, stabilizing livelihoods and promoting local trade potential.

Mr. Nguyen Van Gioi - Chairman of Ngu Lac Commune People's Committee proposed: "The province continues to implement the investment policy to upgrade the market network in the period of 2026-2030; organize training courses to improve the capacity of market management and operation for commune-level officials to promote the effectiveness of the project after investment".

During a survey of the market construction in Ngu Lac commune, Vice Chairwoman of the Provincial People's Committee - Nguyen Thi Be Muoi emphasized: Investing in the construction, renovation and upgrading of the market network in ethnic minority areas is an important solution to promote social and cultural progress and improve the quality of life of the people.

Through investment in commercial infrastructure, creating favorable conditions for people to exchange, buy and sell goods, consume agricultural products, contributing to stabilizing livelihoods and sustainable poverty reduction.

The renovated and upgraded market system has created a civilized and clean rural commercial appearance, promoting trade between regions. It should be noted that some projects after investment still have limitations, such as Thanh Hoa Son market, which still has a leaky rain condition, affecting the business activities of small traders.

Propose that local authorities promptly remedy the situation, ensure the project's long-term effectiveness, meet people's trading needs and contribute to the sustainable development of ethnic minority areas.
