Hanoi Police ensure traffic safety for the 2025 Autumn Fair

With the largest scale ever, the 2025 Autumn Fair at the Vietnam Exhibition Center (VEC), Dong Anh, Hanoi, attracts tens of thousands of people and vehicles every day. To ensure smooth traffic and absolute safety for people, the Hanoi Traffic Police (CSGT) has proactively implemented a master plan, increased coordination, control and strictly handled violations.

Since the beginning of October 2025, the Traffic Police Department (Hanoi City Police) has issued a specialized plan to ensure traffic order and safety for the first Autumn Fair - 2025. This is a national trade promotion event chaired by the Ministry of Industry and Trade , taking place at the Vietnam Exhibition Center, Dong Anh Commune, Hanoi, from October 25 to November 3, 2025.

Lieutenant Colonel Tran Dinh Nghia, Head of the Traffic Police Department of Hanoi City Police, said: “With the expected sudden increase in the number of visitors, ensuring traffic safety is identified as a key task. We have directed our subordinate units to develop specific traffic diversion plans, increase patrols, regulation, and strictly handle violations to ensure smooth traffic and absolute safety for people and tourists.”

According to the plan, the maximum number of traffic police forces will be mobilized during the morning and afternoon rush hours at important intersections around the Vietnam Exhibition Center. A series of routes such as Truong Sa, Vo Nguyen Giap, Nhat Tan Bridge, the new National Highway 3, the extended Highway 5, etc. have all been assigned working groups on duty, ready to regulate and guide the flow of vehicles from the city center and neighboring provinces to Dong Anh.

In particular, Traffic Police Team No. 15, the unit in charge of Dong Anh district, was assigned the core task of planning traffic flow, regulating traffic and ensuring order at the fair area.

During the first days of the fair, the traffic volume to the Vietnam Exhibition Center increased many times compared to normal. To ensure smooth traffic, Traffic Police Team No. 15 (Hanoi Traffic Police Department) proactively coordinated closely with Dong Anh Commune Police and local authorities to deploy many synchronous measures.

Captain Le Thanh Binh, an officer of Traffic Police Team No. 15, said: “We have arranged 100% of our personnel to be on duty at key checkpoints on Truong Sa Street - the main axis passing through the Vietnam Exhibition Center. Here, the working groups take turns working from early morning to late evening, ensuring that there is no prolonged traffic jam. In addition, the force also cooperates with Dong Anh Commune Police to patrol the surrounding area, guiding vehicles to move in the right direction, absolutely not allowing vehicles to stop and park arbitrarily.”

Traffic Police Team No. 15 also coordinated with the Fair Organizing Committee and local authorities to reasonably arrange temporary parking lots for visitors, clearly demarcating areas for buses, taxis, private vehicles and cargo vehicles. At the same time, installing directional signs, soft fence systems, and reflective posts at intersections, ensuring safety both at night and during the day.

Captain Le Thanh Binh, an officer of Traffic Police Team No. 15, added: “During rush hours, the routes leading to the fair such as Truong Sa, Dong Hoi, and Ring Road 3.5 often have high traffic density, especially cars and motorbikes. Therefore, we have to be flexible in handling and proactively divert traffic from a distance to limit traffic conflicts. Traffic police checkpoints are equipped with walkie-talkies, whistles, and batons, and regularly coordinate information with the Traffic Command Center to promptly handle all situations. In particular, our unit also has specialized patrol vehicles to support traffic diversion and push back cases of slow-moving vehicles that intentionally stop and obstruct traffic in the area.”

The smooth coordination between the Traffic Police and the Commune Police force contributed to ensuring absolute order during the first days of the fair, helping people move smoothly and safely and have a good impression of the organization of the Capital.

One of the biggest challenges in large-scale events such as the Autumn Fair is the situation of vehicles stopping and parking illegally, especially at prohibited spots, areas near the main gate and Truong Sa route. To completely handle this phenomenon, Traffic Police Team No. 15 has deployed a mobile patrol force using specialized motorbikes, combined with surveillance cameras, recording, and making minutes directly on the spot.

Captain Ta Van Cuong, an officer of Traffic Police Team No. 15, who is directly on duty at the beginning of Truong Sa Street, shared: “Although the Organizing Committee has arranged many parking lots, there are still some drivers who deliberately stop and park in prohibited areas, causing traffic obstruction. In these cases, we are determined to handle them and make records according to regulations. The goal is not to impose many fines, but to deter and remind people to raise their awareness of compliance.”

Authorities also increased direct propaganda at intersections, using mobile loudspeakers to remind drivers, and coordinated with the fair's organizing committee to distribute leaflets, instructing people to comply with traffic regulations and not to park haphazardly.

Thanks to that, traffic congestion has been significantly reduced, and the routes leading to and from the fair have been cleared. According to statistics from Traffic Police Team No. 15, in just the first three days of the fair, the unit has handled nearly 50 cases of illegal stopping and parking, and warned hundreds of other cases - all of which have been seriously complied with by the people.
