
Accordingly, regarding the number of Vice Chairpersons of the Provincial People's Council: A city formed by the reorganization of 3 provincial-level administrative units shall have no more than 4 Vice Chairpersons of the People's Council. A city formed by the reorganization of 2 provincial-level administrative units shall have no more than 3 Vice Chairpersons of the People's Council. A province formed after reorganization shall have no more than 3 Vice Chairpersons of the People's Council. A provincial-level administrative unit that did not undergo reorganization shall have no more than 2 Vice Chairpersons of the People's Council.
Regarding the number of Deputy Heads of the Legal Affairs Committee, the Economic and Budget Committee, and the Culture and Social Affairs Committee of the Provincial People's Council in administrative units formed after reorganization, the Resolution stipulates: Provinces and cities formed by the reorganization of 3 provincial-level administrative units shall have no more than 4 Deputy Heads. Provinces and cities formed by the reorganization of 2 provincial-level administrative units shall have no more than 3 Deputy Heads.
The number of Deputy Heads of the Ethnic Affairs Committee of the Provincial People's Council in administrative units formed after reorganization is stipulated as follows: If the Ethnic Affairs Committee is established on the basis of existing Ethnic Affairs Committees of 3 provincial-level administrative units before reorganization, there shall be no more than 4 Deputy Heads. If the Ethnic Affairs Committee is established on the basis of existing Ethnic Affairs Committees of 2 provincial-level administrative units before reorganization, there shall be no more than 3 Deputy Heads. If the Ethnic Affairs Committee is established on the basis of existing Ethnic Affairs Committees of 1 provincial-level administrative unit before reorganization, there shall be no more than 2 Deputy Heads. The Urban Affairs Committee of the City People's Council formed after reorganization shall have no more than 2 Deputy Heads.
In provincial-level administrative units where no restructuring is implemented, each Committee of the Provincial People's Council shall have no more than 2 Deputy Heads.
According to the Resolution, the People's Council at the commune level has 1 Vice-Chairman.
Resolution No. 108/2025/UBTVQH15, signed by National Assembly Chairman Tran Thanh Man, stipulates the standards and conditions for establishing the Ethnic Affairs Committee of the Provincial People's Council.
The Ethnic Affairs Committee of the Provincial People's Council is established when it meets two out of three criteria and conditions: the province or city has over 20,000 ethnic minority people living in concentrated villages or hamlets; the province or city has over 5,000 ethnic minority people who need focused assistance and support from the State for development; and the province or city has ethnic minority people living in areas critical to national security and defense; areas with mixed farming and settlement; or border areas with a large number of ethnic minority people from Vietnam and neighboring countries frequently crossing the border.
National Assembly Chairman Tran Thanh Man also signed Resolution No. 103/2025/UBTVQH15 promulgating the model working regulations of provincial and city People's Councils; and Resolution No. 104/2025/UBTVQH15 promulgating the model working regulations of commune, ward, and special zone People's Councils.
According to the Regulations, the activities of the People's Council must comply with the Constitution and laws, implement the principles of democratic centralism, openness, transparency, promote the people's right to self-governance, serve the people, and be subject to the people's supervision; and effectively implement information technology and digital transformation.
The People's Council operates on a collective basis, making decisions by majority vote, ensuring accountability coupled with mechanisms for controlling power. Members of the People's Council are equal in discussing and deciding on matters within the Council's duties and powers.
The Standing Committee of the People's Council and the Committees of the People's Council are responsible for and report the results of the implementation of their assigned tasks and powers to the People's Council at the same level; they issue documents within their authority and use the seal of the People's Council at the same level to carry out their assigned tasks and powers. The People's Council delegations report to the Standing Committee of the People's Council on the results of the implementation of their assigned tasks.
The People's Council maintains close and regular contact with the People's Committee, specialized agencies, other administrative organizations under the People's Committee, the Vietnam Fatherland Front Committee at the same level, and relevant agencies in preparing the program and content of the People's Council sessions and in carrying out its assigned tasks and powers, ensuring compliance with legal regulations.
