A city formed by the reorganization of 2 provincial-level administrative units has no more than 3 Vice Chairmen of the People's Council. A province formed after the reorganization has no more than 3 Vice Chairmen of the People's Council. A provincial-level administrative unit that does not undergo reorganization has no more than 2 Vice Chairmen of the People's Council.
Regarding the number of Deputy Heads of the Legal Committee, Economic - Budget Committee, and Cultural - Social Committee of the Provincial People's Council in the administrative unit formed after the reorganization, the Resolution stipulates: Provinces and cities formed by the reorganization of 3 provincial-level administrative units have no more than 4 Deputy Heads of the Committee. Provinces and cities formed by the reorganization of 2 provincial-level administrative units have no more than 3 Deputy Heads of the Committee.
The number of Deputy Heads of the Ethnic Committee of the Provincial People's Council in the administrative unit formed after the rearrangement is stipulated as follows: In case the Ethnic Committee is established on the basis of the existing Ethnic Committees of 3 provincial-level administrative units before the rearrangement, there will be no more than 4 Deputy Heads of the Committee. In case the Ethnic Committee is established on the basis of the existing Ethnic Committees of 2 provincial-level administrative units before the rearrangement, there will be no more than 3 Deputy Heads of the Committee. In case the Ethnic Committee is established on the basis of the existing Ethnic Committee of 1 provincial-level administrative unit before the rearrangement, there will be no more than 2 Deputy Heads of the Committee. The Urban Committee of the City People's Council formed after the rearrangement has no more than 2 Deputy Heads of the Committee.
In provincial administrative units that do not implement the arrangement, each Committee of the Provincial People's Council has no more than 2 Deputy Heads of the Committee.
According to the Resolution, the People's Council at the commune level has 1 Vice Chairman of the People's Council.
Resolution No. 108/2025/UBTVQH15 signed by National Assembly Chairman Tran Thanh Man stipulates standards and conditions for establishing the Ethnic Committee of the Provincial People's Council.
The Ethnic Committee of the Provincial People's Council is established when meeting 2 out of 3 criteria and conditions, which are: The province or city has more than 20,000 ethnic minorities living in concentrated village communities; The province or city has more than 5,000 ethnic minorities who need the State's focus on helping and supporting development; The province or city has ethnic minorities living in areas of importance for security and defense; areas of intercropping and inter-residential areas; and the border has a large number of ethnic minorities from our country and neighboring countries who frequently travel back and forth.
National Assembly Chairman Tran Thanh Man also signed and issued Resolution No. 103/2025/UBTVQH15 promulgating the model working regulations of the People's Councils of provinces and cities; Resolution No. 104/2025/UBTVQH15 promulgating the model working regulations of the People's Councils of communes, wards and special zones.
According to the Regulations, the activities of the People's Council must comply with the Constitution and laws, implement the principles of democratic centralism, publicity, transparency, promote people's mastery, serve the people and be subject to people's supervision; effectively apply information technology and digital transformation.
The People's Council operates on a collective basis, making decisions by majority vote, ensuring accountability and a power control mechanism. People's Council delegates are equal in discussing and deciding on issues within the duties and powers of the People's Council.
The Standing Committee of the People's Council and the Committee of the People's Council are responsible for and report on the results of the implementation of assigned tasks and powers to the People's Council of the same level; issue documents within their authority and are allowed to use the seal of the People's Council of the same level to perform assigned tasks and powers. The People's Council delegation reports to the Standing Committee of the People's Council on the results of the implementation of assigned tasks.
The People's Council maintains close and regular contact with the People's Committee, specialized agencies, other administrative organizations under the People's Committee, the Vietnam Fatherland Front Committee at the same level and relevant agencies in preparing the program and content of the People's Council's meetings and performing assigned tasks and powers, ensuring compliance with legal provisions.
