
There are expected to be 32 positions for professional and technical civil servants (according to the functions and tasks of the new commune level). Recently, implementing the organization of two-level local government, the Ministry of Home Affairs and the Ministry of Finance have sent documents to localities on the arrangement of civil servants at the new commune level in the position of chief accountant/accounting manager.
To ensure that the staff at the commune level meets the requirements of organizing the two-level local government to operate effectively and smoothly, the Ministry of Home Affairs issued Official Dispatch No. 7415/BNV-CCVC dated August 31, 2025 requesting the People's Committees of provinces and cities to direct agencies and organizations under their management to review the current status of the arrangement and use of civil servants to meet the professional and technical requirements of functions and tasks and temporarily orient the list of job positions at the commune level to 39 positions (including 8 leadership and management positions; 28 professional and technical positions oriented to be arranged by industry and field and 3 support and service positions). Next, the Ministry of Home Affairs issued Official Dispatch No. 8167/BNV-CCVC dated September 18, 2025 requesting 34 provinces and cities to review and report on the arrangement and use of cadres and civil servants working in agencies and organizations under the People's Committees at the commune level.
Based on the orientation of commune-level job positions according to Official Dispatch No. 7415/BNV-CCVC, local reports on the arrangement of civil servants at the commune level and proposals from ministries and sector managers on commune-level civil servant positions; based on the provisions of relevant laws, to suit the practical operations of commune-level authorities, in addition to the 28 positions oriented in Official Dispatch No. 7415/BNV-CCVC, the Ministry of Home Affairs plans to add 4 job positions. These are the position of assisting the People's Council (arranged at the Office of the People's Council and the People's Committee at the commune level); the position of chief accountant/accounting manager (arranged at specialized departments and public administrative service centers under the People's Committee at the commune level, which are identified as accounting units and budgeting units according to the guidance of the Ministry of Finance, at the same time, adjusting the job position of accountant to suit the arrangement of the position of chief accountant or accounting manager); the position of receiving citizens, handling complaints and denunciations, and preventing corruption; specialized inspection position (as prescribed in Clause 2, Article 6 of Decree No. 217/2025/ND-CP).
The arrangement and assignment of the above positions (except for the People's Council assistance positions located at the People's Council and People's Committee Office) is decided by the People's Committee at the commune level based on the actual situation and functions and tasks according to regulations.
For support and service positions (no civil servants), there are expected to be 3 positions, including service staff, security staff, and driver.
Thus, the number of job positions used at the commune level is 43 (including 8 leadership and management positions; 32 professional and technical positions arranged by industry and field and 3 support and service positions), an increase of 4 positions compared to the orientation in Official Dispatch No. 7415/BNV-CCVC.
Based on the workload of each group of tasks in the sector and field of the specialized Department at the commune level as prescribed in Decree No. 150/2025/ND-CP dated June 12, 2025 of the Government, the People's Committee at the commune level is responsible for identifying and arranging full-time or part-time civil servants according to job positions to perform assigned tasks, ensuring compliance with the orientation of the civil servant payroll framework at the commune level as prescribed by competent authorities; at the same time, determining the requirements on the training majors of civil servants to arrange them appropriately, ensuring good performance of assigned tasks.
