Da Nang continues to send civil servants and public employees to support localities.

Da Nang has increased the number of civil servants to support two-level authorities in the fields of agriculture and forestry, aiming to improve operational efficiency and resolve difficulties.

The Department of Agriculture and Environment of Da Nang city decided to send 87 civil servants and public employees to the locality to support the implementation of tasks of the two-level local government in the fields of forestry and agriculture.

The extension period is not more than 3 months, starting from October 15.

Civil servants and public employees assigned to work in localities must strictly comply with the assignment and dispatch of the Director of the Department of Agriculture and Environment; comply with discipline, administrative discipline, regulations, rules, and plans of the Department and the agencies, units, and localities assigned to work there.

Civil servants and public employees have the duty to guide and support local cadres, civil servants and public employees in implementing, promptly grasping the situation, difficulties and obstacles in the process of operating local government at two levels in the fields of forestry and agriculture; supporting the resolution of arising problems and reporting and advising competent authorities for direction.

In addition, civil servants and public employees shall carry out monthly periodic reporting and final summary reports sent to the direct management unit for synthesis, as a basis for evaluation, experience drawing for the next rounds and reporting results to the Department of Agriculture and Environment.

Deputy Director of the Department of Agriculture and Environment of Da Nang, Tran Quoc Hung, said that after a short time of implementation of the new policies and regulations, localities have encountered many difficulties and confusion in organizing and implementing them, specifically in determining authority as well as professional issues during the implementation process.

Mr. Tran Quoc Hung affirmed the Department's viewpoint of "holding hands but not doing things for others" when sending staff directly to localities to guide, train, and handle land, forestry, and agricultural procedures.

Previously, on September 15, the Department of Agriculture and Environment of Da Nang city sent 75 officers from the Land Registration Office under the Department to support the authorities of communes and wards in the field of land management for a period of 3 months.

The assigned officers are assigned to the People's Committees of communes and wards to guide commune and ward officials and civil servants in handling administrative procedures and provide professional and technical support in the land sector.

After more than 3 months of implementing the 2-level government model, Da Nang has achieved positive results, the apparatus operates stably, smoothly and has been improved in the direction of streamlining, effectiveness and efficiency.

However, the implementation process still reveals some difficulties such as lack of specialized staff, problems in determining authority for transitional projects and technical issues related to information technology infrastructure.../.
