Hanoi has just announced a draft Resolution stipulating the list of revenues and collection levels, and the mechanism for managing revenues and expenditures for services serving and supporting educational and training activities for public preschool and general education institutions (excluding high-quality public educational institutions) from the 2025-2026 school year.

According to the draft, the Resolution will apply to preschool children and high school students studying at public preschool and general education institutions (excluding high-quality public educational institutions); students studying at vocational education and continuing education institutions according to the general education program of Hanoi city.

The Resolution also applies to public preschools, general education institutions, and vocational and continuing education institutions in the city (excluding high-quality public schools).

The draft provides after-school childcare and student care services (including care before and after school hours, excluding meals) with a ceiling fee of VND 12,000/student/hour.

In addition, after-hours childcare and student care services during holidays (not including meals) are 96,000 VND/student/hour.

Some other revenues also remain at the ceiling level, including: 235,000 VND/month for boarding care services; 16,000 VND/month for drinking water; and 10,000 VND/km for school bus services.

The new point of the draft Resolution compared to current regulations is to remove two services including: "Service of studying 2 sessions/day for junior high school level" and "Service of educational activities outside of regular school hours, supplementary training of cultural subjects (directly implemented by public preschool and general education institutions)". This is to ensure compliance with regulations on extra teaching and studying 2 sessions/day in regulatory documents.

From the 2025-2026 school year, schools will not be allowed to collect tuition fees according to Circular 29 of the Ministry of Education and Training. At the same time, secondary and high schools with adequate facilities must organize two sessions per day according to Directive 17 of the Government .

The only remaining service in the group of extracurricular activities is life skills education, organized directly by the school, with an expected ceiling of 15,000 VND/hour.
