When housing security is prioritized for young people

At the national level, since 2023, the Government has approved the Project to Build 1 million social housing units and workers' housing in the 2021-2030 period. The Project demonstrates the Government's determination to ensure the right to housing for all people, especially people and workers in large cities and industrial development localities that are in urgent need of low-cost housing.

Most recently, on October 10, the Government issued Decree 261/2025/ND-CP and allowed its immediate application. It allows raising the income ceiling for people eligible to buy social housing by more than 30% compared to previous regulations and for the first time specifically stipulates the income level for single people with young children. The new regulation is considered reasonable, reflecting the actual living standards and income of urban residents and current social trends, when more and more young people choose to live alone.

In addition to being included in the priority group, under the direction of the Government, the State Bank of Vietnam has implemented a preferential interest rate policy for young people borrowing to buy social housing, applicable in 2025. Accordingly, in the first 5 years, borrowers will enjoy an interest rate 2% lower per year compared to the average of 4 state-owned commercial banks ( Agribank , BIDV, Vietcombank, Vietinbank) and the next 10 years the interest rate is 1% lower per year. This policy contributes to creating conditions for young people to realize their dream of settling down, while encouraging them to stay long-term with their jobs and localities.

In Dong Nai , along with promoting the development of social housing and worker housing, the province pays special attention to disadvantaged groups. On July 1, 2025, the Provincial People's Committee issued Decision No. 08/2025/QD-UBND stipulating standards, subjects and conditions for purchasing, renting, and leasing social housing. In particular, single mothers, women and people under 35 years old are classified as priority groups when reviewing applications. This regulation demonstrates both the spirit of ensuring fairness and sharing with disadvantaged people, especially young workers and single parents.

It can be seen that including people under 35 years old, women and single mothers in the priority group to access social housing is not only a policy to support housing but also a humane social security solution. This is the foundation to promote social stability, creating motivation for the young workforce to feel secure in long-term attachment to the province.

According to Director of the Department of Construction Nguyen Anh Tuan, the whole province currently has about 600-650 thousand people in need of housing, corresponding to 150-160 thousand apartments. Along with ensuring suitable land funds, creating favorable conditions for enterprises to implement projects and arranging preferential loans, issuing specific regulations on criteria, approval processes and priority subjects is a solution to promote the development of social housing. Thereby, contributing to building a province, city and locality with a civilized and modern living environment, where every citizen has conditions to settle down, work and develop sustainably.
