At the conference, the tax sector disseminated to taxpayers new regulations and legal documents that will take effect in 2025, including: Decree No. 181/2025/ND-CP, dated July 1, 2025 of the Government and Circular No. 69/2025/TT-BTC, dated July 1, 2025 of the Ministry of Finance stipulating and guiding in detail a number of articles of the Law on Value Added Tax No. 48/2024/QH15; Law on Corporate Income Tax No. 67/2025/QH15 passed by the National Assembly on June 14, 2025; Decree No. 230/2025/ND-CP, dated August 19, 2025 of the Government; Decree No. 20/2025/ND-CP dated February 10, 2025 (amending and supplementing a number of articles of Decree No. 132/2020/ND-CP dated November 5, 2020) of the Government regulating tax management for enterprises with related-party transactions.

In addition, the organizing committee also disseminated contents related to the implementation of using electronic invoices generated from cash registers; performing tax administrative procedures through electronic information portals; implementing automatic personal income tax refunds; introducing 4 professional manuals for business households, individual businesses, and business organizations on e-commerce platforms and 3 electronic tax manuals for business households, chief accountants, and business owners.
Tax leaders and representatives of specialized units answered a number of questions from businesses and taxpayers related to the following contents: the use of citizen identification cards as tax codes for tax registration declaration; the duration of value-added tax invoice storage; declaration of input tax deductions for different items in the list of taxable and non-taxable goods of the same enterprise; how to calculate the percentage of ethnic minority workers as a basis for determining exemption and reduction of land rent according to Decision 42/2012/QD-TTg on supporting organizations and units employing ethnic minorities in mountainous areas and areas of special difficulty; conditions for exemption of corporate income tax in the first 3 years for small and micro enterprises and whether enterprises must submit documents to the tax authority to enjoy the policy...

Head of Dak Lak Province Tax Nguyen Anh Tuan said that the conference to propagate and disseminate new tax policies and dialogue with taxpayers is organized by the Provincial Tax Department twice a year, aiming to provide full information on legal documents related to tax policies and new tax administrative procedures; guide and answer taxpayers' questions arising in the process of fulfilling tax obligations.
In 2025, a number of new tax policies will be implemented and two-level local governments will come into operation. The tax sector has deployed many solutions to support and facilitate taxpayers in fulfilling their tax obligations to the State.
Through this dialogue, the tax sector also grasped the difficulties and shortcomings in the practical application of tax policies to propose competent authorities to amend and perfect legal regulations.
