Program 1719 supports livelihoods of ethnic minorities in Quang Son commune

Implementing the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas (Program 1719), period 2021-2025, Quang Son commune, Lam Dong province has deployed many models of production development according to value chains, diversifying people's livelihoods.

More than 3 billion VND to support people's livelihoods

In the period of 2021 - 2025, Quang Son commune was allocated a total capital of more than 3.1 billion VND to implement Sub-project 2: Support the development of production according to the value chain, precious medicinal herb growing areas, promote business start-ups, start-ups and attract investment in ethnic minority and mountainous areas under Project 3 (Program 1719). Of which, the central budget is more than 2.9 billion VND and the local budget is nearly 200 million VND. To date, the commune has disbursed nearly 3 billion VND, reaching over 90% of the total allocated capital.

Quang Son Commune has proactively selected, deployed, and supported practical models that are suitable for the climate, soil, and farming practices to help people develop the economy and improve the lives of ethnic minority households, especially poor, near-poor, and newly escaped-poverty households.

In 2023, from the capital of Program 1719, Quang Son commune has implemented the construction of a number of production development models: Coffee replanting, mulberry planting, goat raising... These are pilot models to evaluate the effectiveness and feasibility before expanding the scope of support for households in the following year. After the implementation process, the models have initially brought positive signals: People are interested in participating, proactively accessing techniques, and taking care of livestock and crops according to the correct process. Some households have started to earn income from these models, affirming the correctness in choosing a form of support that is close to reality and suitable to people's wishes.

In 2024, Quang Son commune will expand its scale with a total of 10 production models being implemented. Of which, 5 models are for commercial chicken farming and 5 models are for breeding goats. These are two popular livestock types, easy to care for, suitable for the climate conditions and farming practices of Quang Son people, especially ethnic minorities. In addition, the locality also implemented a pilot model of planting 5 sao of Achyranthes bidentata, a precious medicinal herb in Phi Gle hamlet, Quang Son commune. If it develops well in the future, it will create jobs and increase income for many ethnic minority workers in the locality.

To date, Quang Son has 112 households benefiting from these models. Of these, 44 are poor households, 20 are near-poor households, 49 have just escaped poverty, and 86 are ethnic minorities. Instead of simply providing breeding animals, households are also supported with breeding techniques, building barns, disease prevention, and connecting product outlets.

Towards sustainable development

The initial effectiveness of production support models in Quang Son commune not only brings material value but also changes people's awareness, especially poor households and ethnic minorities.

Ms. H'Yong, M'nong ethnic group, R'Long Phe hamlet shared: "Previously, my family only grew cassava and farmed, with unstable income. In 2024, the State supported 5 breeding goats, instructed me on how to build a barn, and take care of them. I was very happy. Up to now, the goats have grown well and have given birth, bringing the family's total herd to 10 goats. In addition to selling goats for meat, I also take advantage of goat manure to fertilize crops."

Thanks to high barns and good husbandry, the goat herd of Ms. H'Yong, a M'nong ethnic group in R'Long Phe hamlet is growing well.

Similarly, Mr. K'Top in N'Ting hamlet said: "His family and more than 10 other households in the hamlet were supported with a model of growing mulberry and raising silkworms. Each household was supported with 20 million VND to build a silkworm house; was supported with mulberry trees and silkworm seeds; and received technical guidance... Up to now, he has learned how to grow mulberry and raise silkworms properly. On average, his family raises 1 box of silkworm seeds per batch. Raising 2 batches a month, after deducting expenses, he has an income of about 20 million VND".

With support for plants, seeds, and money to build a silkworm house, every month after deducting expenses, Mr. K'Top, a M'nong ethnic in N'Ting hamlet, earns about 20 million VND from silkworm farming.

According to Mr. K'Bang, Head of the goat raising group of R'Long Phe hamlet, in 2024, the 1719 Program supported 50 breeding goats for 10 poor households in the hamlet. These households have established a goat raising group. When receiving support for breeding goats, the members were very happy and carefully built the breeding barns. Up to now, the goats are growing well and have reproduced, bringing the total number of goats in the group to 80.

Positive changes in awareness, combined with access to modern livestock techniques, are fundamental factors that help models not only stop at initial support, but also have the opportunity for sustainable, long-term development for the community.

It can be said that the 1719 Program is showing clear effectiveness in Quang Son commune. Through production development models, it not only contributes to improving income and improving living standards but also creates motivation for ethnic minorities to change their production thinking and actively participate in household economic development.
