Attending the meeting, on the Vietnamese side, there were Deputy Minister Nguyen Hoang Long and representatives of the Electricity Department, the Department of Innovation, Green Transformation and Industrial Promotion, the Department of Coal Oil and Gas, and the Institute of Energy.
On the IEA side were Mr. Fatih Birol, Director; Mr. Brent Wanner, Head of the Power Systems Department; Ms. Great Vindra Tiwari, Specialist of the Power Systems Department.
At the meeting, the two sides discussed contents related to the plan to implement cooperation activities within the framework of the MOU signed between the Ministry of Industry and Trade and the IEA and the roadmap for Vietnam to become an Association country of the IEA.
To implement the activities of the MOU, the two sides plan to implement the Cooperation Program for the period 2025-2026 as follows: Organizing an online workshop on nuclear chaired by the IEA; Organizing a Southeast Asia Regional Week on Energy Efficiency in December 2025; Organizing a live workshop in Vietnam on integrating renewable energy (VRE); Developing an IEA report on battery energy storage systems (BESS) in Southeast Asia - focusing specifically on Vietnam, Indonesia and Thailand; Developing an ASEAN Energy Security Roadmap...
Regarding the roadmap to become an IEA associate country, the IEA Director said that the IEA will send information to the Ministry of Industry and Trade about the regulations and roadmap to become an IEA associate country for the Ministry of Industry and Trade to refer to and implement.
Specifically, the IEA and its partner countries will work together on three different aspects of energy security.
First, the associated countries will express their common priority on the importance of taking effective joint measures to respond to oil supply emergencies by developing emergency response systems.
Second, the associated countries will build and maintain emergency reserves and cooperate with the IEA in using these reserves in the event of emergencies.
Third, partner countries will work with the IEA to test their readiness to respond to supply disruptions through IEA emergency response exercises, emergency response assessments or other measures.
Currently, IEA has 13 affiliated countries. In Southeast Asia (ASEAN), Indonesia and Singapore are affiliated countries of IEA.
