Vice Chairman of the Quang Tri Provincial People's Committee, Le Duc Tien, recently chaired a meeting to discuss the implementation of the investment project to build National Highway 15D, the section from National Highway 1 to the Ho Chi Minh Highway (Western branch).
At the meeting, the Quang Tri Provincial Investment and Construction Project Management Board stated that the investment project for the construction of National Highway 15D, section from National Highway 1 to the Ho Chi Minh Highway (Western branch), was assigned by the Prime Minister to the Quang Tri Provincial People's Committee as the competent investment agency under the public-private partnership (PPP) method.
The project has a total length of 42 km, of which the 8 km section from National Highway 1 to the Cam Lo – La Son expressway has been proposed by Quang Tri province to be funded by the central government in the medium-term public investment plan for the period 2021 – 2025.

Currently, the Quang Tri Provincial People's Committee has approved the consortium of investors including Hoanh Son Group Joint Stock Company, Nam Tien Limited Company, and Phonesack Vietnam Limited Company.
Accordingly, after the survey and research process, the consortium of investors proposed a plan to not build a tunnel, with a scale of 2 lanes, clearing the land for 4 lanes; the project area would occupy approximately 139 hectares of protected forest and special-use forest.
All project design options pass through special-use forests and protection forests with areas ranging from 112 to 139 hectares, therefore, approval for land use conversion from the forest must be submitted to the National Assembly or the Government.
The total investment for the project, according to the plan proposed by the consortium of investors, is estimated at approximately 4,020 billion VND, of which the state capital contribution is about 249 billion VND, but this portion of the capital has not yet been allocated.
To expedite the project's implementation, at the meeting, Vice Chairman of the Quang Tri Provincial People's Committee Le Duc Tien assigned the Department of Transport to take the lead, coordinating with relevant departments and agencies to work with the investor consortium, providing guidance, assessing their capabilities, and ensuring their commitment to early commencement of construction.
In addition, Vice Chairman Le Duc Tien instructed the Provincial Investment and Construction Project Management Board to research and prepare appropriate investment options and forms; and assigned the Department of Transport to take the lead and coordinate with other departments, agencies, and units to review and supplement the percentage of state capital participation in the project as previously proposed by the Provincial People's Committee to the Ministry of Transport and the Ministry of Planning and Investment.
According to the Road Network Planning for the period 2021-2030, with a vision to 2050, and the Quang Tri Provincial Planning for the period 2021-2030, with a vision to 2050, National Highway 15D is a key national highway in the Central region, with its starting point at My Thuy Port and its end point at La Lay Border Gate, Quang Tri Province. The total planned length of National Highway 15D is 78 km, a Class III-IV road with a cross-section of 2-4 lanes.
Currently, the section of National Highway 15D from My Thuy beach to National Highway 1, spanning 13.8 km, has been constructed as a Class III road in a flat area and has not yet been upgraded to a national highway.
The section from National Highway 1 to the Cam Lo – La Son Expressway is 8 km long and is planned with a cross-section width of 55 m. Currently, this section of National Highway 15D has not been invested in or constructed (there is no existing road).
The section from the Cam Lo – La Son expressway to the western branch of the Ho Chi Minh Highway is 34 km long and is planned as a mountainous Class III road, with a 9 m wide roadbed and an 8 m wide road surface. Currently, this section has not been constructed.
The central section of the western branch of the Ho Chi Minh Highway is 24 km long, currently a mountainous road of class IV, with 2 lanes, a roadbed width of 7.5 m, and a road surface width of 5.5 m.
The final section of the route, from the western branch of the Ho Chi Minh Highway to the La Lay international border gate, is 2.2 km long and has been upgraded to National Highway 15D by the Ministry of Transport. Currently, the road is classified as a Class IV and Class VI mountainous road with an asphalt concrete surface.
