In Quang Tri province , according to reports from the authorities, Currently, there are still many unharvested summer-autumn crops, including approximately 1,300 hectares of rice, over 6,600 hectares of other crops, and 2,400 aquaculture cages. In addition, there are 145 fishing vessels with 864 workers operating at sea; and 152 areas at risk of landslides, affecting more than 1,400 households/6,700 people.

At the meeting to implement response measures to Typhoon No. 10 on September 27, the Chairman of the Quang Tri Provincial People's Committee, Tran Phong, requested that functional forces prohibit all sea activities from 5 PM on the same day, and that all vessels operating at sea urgently move to safe shelters. Absolutely no one should be allowed to remain on boats, rafts, or fish cages after 5 PM.

The provincial Border Guard Command, in coordination with the Department of Agriculture and Environment and coastal localities, organized the counting and guidance of boats and ships to shore, strengthened control at seaports and fishing ports, and prepared rescue and relief plans.

The Chairman of the Quang Tri Provincial People's Committee emphasized that localities should proactively evacuate residents in low-lying areas, coastal areas, river mouths, and areas at risk of landslides and flash floods. The evacuation must be completed before the storm makes landfall, ensuring adherence to the "four on-the-spot" principle. Police, military, and militia forces should be on duty 24/7, ready to respond to any emergency situation.

The Department of Construction is reviewing routes at risk of landslides, submerged bridges, and weak bridges, and deploying personnel, vehicles, and materials to address the issues, reroute traffic, and ensure traffic safety. The Department of Agriculture and Environment is directing localities to guide farmers in quickly harvesting rice, crops, and aquatic products that are ready for harvest, and to reinforce and protect production areas, warehouses, and livestock pens.

The Chairman of the Provincial People's Committee also requested that units managing irrigation and hydropower reservoirs strictly adhere to operating procedures; People's Committees at all levels will be held responsible if damage occurs due to failure to strictly implement the directives. Agencies and units must be on duty 24/7, ready to handle any arising situations...

According to statistics, Quang Ngai province has 6,422 fishing vessels, of which 6,098 are anchored at ports. On September 27 alone, more than 1,000 vessels docked at the province's five major ports. Border guards, fisheries inspectors, and port management boards are continuously contacting, urging, and guiding these vessels to move urgently to safe shelters.

In response to the situation, the Quang Ngai Provincial People's Committee issued an urgent dispatch, requesting localities and relevant agencies to review and count all vessels, urgently urging them to evacuate from the dangerous area; prohibiting vessels from going out to sea, including on the Sa Ky – Ly Son and Big Island – Small Island routes, from 5 PM on September 27th until the weather stabilizes.

On the afternoon of September 27th, a working group from the Provincial Civil Defense Command, led by Lieutenant Colonel Tran The Phan, Commander of the Provincial Military Command, directly inspected anchorages and coastal communes. "Absolutely no complacency regarding Typhoon No. 10. Border guards must continue to urge and guide ships to safe locations; fishing ports must arrange ships in an orderly manner, and fishermen must absolutely not remain on board when the typhoon arrives; all vessels must cease operations at sea at the prescribed time," Lieutenant Colonel Tran Thế Phan demanded.
