100% of the people in Con Co special zone have been taken to safe shelters.

According to the Quang Tri Province Civil Defense Command, in the past 24 hours, the area continued to have heavy rain over a large area. Rainfall was generally from 50-150 mm in the North, while the South recorded up to 260 mm in Ta Rut. It is forecasted that from now until the end of tomorrow, heavy rain will continue, with the total amount possibly exceeding 400 mm in some areas.

Floodwaters on rivers are rising rapidly, likely reaching alert levels 2 to 3, causing risks of flooding downstream, landslides in mountainous areas and seriously affecting works and traffic infrastructure.

Faced with this situation, all 78 communes, wards and towns in the province have established a Civil Defense Command Committee and completed a response plan. On-site forces are deployed 24/7, and warning signs and barricades are placed at overflow locations, landslide areas and vulnerable points to ensure the safety of people and vehicles.

The Department of Education and Training has announced that all students will be off school on September 29.

At km 293 National Highway 14 in A Lieng Village, Ta Rut Commune, there was a landslide, rocks fell onto the road.

Evacuation work was urgently carried out, especially in areas with high risk of flooding and landslides. As of noon today, more than 1,400 people had been brought to safety, of which all tourists on Con Co Island had been brought to the mainland; 185 people, including officers, soldiers and residents on the island had taken shelter. Workers working at key projects in vulnerable areas had also been evacuated to ensure safety.

At sea, all 8,577 vessels with more than 23,200 workers have been called to safe shelters. However, early this morning, 2 fishing boats with Ba Ria - Vung Tau signs encountered an accident at Cua Viet estuary. Border guards, local authorities and fishermen are urgently organizing rescue and relief efforts.

Prolonged heavy rains caused flooding and isolation in many mountainous areas and key routes. Some locations on National Highway 15D, National Highway 9B and provincial roads were flooded from 30 cm to nearly 2 m deep, forcing traffic to be banned or restricted. Authorities are focusing on responding, checking, guiding people to move safely and temporarily fixing isolated areas.

Authorities and people of Dong Trach commune urgently responded to the storm.

Regarding agricultural production, the province has harvested more than 97% of the summer-autumn rice area. However, there are still about 1,100 hectares of unharvested rice, mainly in the midlands and mountainous areas, at risk of damage due to floods. Some areas of short-term crops and aquaculture ponds in coastal areas have been flooded.

Reservoirs, dams and dykes are currently operating safely. The total capacity of reservoirs is about 80% of the design, ensuring flood control capacity. For projects under construction, investors have proactively completed safety technical stops before the rainy season. The inspection, review and update of disaster response plans at vulnerable locations are strictly implemented from the provincial to grassroots levels.

Initial damage caused by the storm included 6 houses with their roofs blown off in My Thuy commune, and some crop areas and aquaculture ponds in Gio Linh and Cua Tung being flooded. In La Lay and mountainous areas, heavy rains caused landslides on some roads, affecting people's travel. Authorities at all levels of Quang Tri province are continuing to review the situation, proactively remedy the situation and not let it affect people's lives and production.
