Children's rights are to live safely, to develop fully physically, mentally and spiritually... All acts of depriving children of their right to life, sexual abuse, violence, abuse, exploitation, abandonment, and neglect... are strictly prohibited acts, clearly stipulated in the United Nations International Convention on the Rights of the Child.
In our country, children's rights as well as the work of protecting and educating children have always been of interest to and focused on by the Party and the State. Children always receive care, love and education from their families, schools and society; and enjoy children's rights according to Vietnamese law and the provisions of the International Convention.
Vietnam was the first country in Asia and the second country in the world to ratify the Convention on the Rights of the Child (February 20, 1990). Since then, despite many difficulties, our country has made much progress in incorporating the spirit and content of the convention into the socio-economic development strategy and national laws. In 2016, our National Assembly issued the Law on Children. Accordingly, the law stipulates that children are people under 16 years old and children's rights are everything children need to live and grow up in a healthy and safe way. Children's rights aim to ensure that children are not only recipients of adults' kindness, but also active participants in the development process. These include the right to special protection and care that every person and every family gives to children, as well as the right to be loved by their biological parents, as well as basic needs, such as: food, universal education paid for by the State, health care and criminal laws appropriate to their age and development.
In order to continue to effectively implement children's rights, in 2025, responding to the Month of Action for Children associated with International Children's Day (June 1), with the message and theme of joining hands to protect children, prioritizing resources to complete goals for children, all levels, sectors, organizations, businesses, and social communities have paid attention to implementing many meaningful and practical models and activities. Through these activities, they have contributed to creating a synchronous change in awareness, action, and raising family and social responsibility for the work of protecting, caring for, and educating children. Notably, in order to join hands to share and encourage children in especially difficult circumstances, on May 26, the Youth - Women's Mass Organization of the Provincial Military Command and the Thanh Hoa Provincial Police visited and presented gifts to orphans, disabled children, and children with cerebral palsy who are being cared for at the No. 2 Protection Center of Thanh Hoa province. At the place they visited, the delegation kindly asked about the children's lives, activities, health, shared difficulties with them, and presented 10 million VND and gifts including books, clothes, milk, necessities... to the children and those being cared for at the center.
Responding to the Month of Action for Children 2025, International Children's Day (June 1), since the beginning of May, the provincial Youth Union at all levels has stepped up propaganda work to raise awareness of Party committees, authorities, and people about their responsibilities in child care, education, and protection; promoting the care and protection of adolescents and children in conjunction with organizing recreational activities, visiting, and giving gifts to adolescents, children, and poor students who have overcome difficulties to study well; implementing summer activities, classes on skills to prevent and combat accidents and injuries for children... For example, in Tho Xuan district, in order to equip students with basic skills on preventing and combating the harmful effects of stimulants and addictive substances; To raise awareness of the benefits and harms of using social networks, the District Youth Union coordinated with the Social Work Center - Thanh Hoa Children's Protection Fund to organize a propaganda program for secondary school students in the communes of Tay Ho, Truong Xuan, Xuan Truong, Tho Lap, Xuan Thien. On this occasion, the units also awarded 20 scholarships and 100 backpacks to students in difficult circumstances.
According to statistics from the Provincial Youth Union in the second quarter of 2025, the provincial youth union organizations have awarded more than 8,500 scholarships to poor students, worth 2.8 billion VND; more than 5,000 children in difficult circumstances have been helped and supported; the whole province has renovated and built 24 new playgrounds; 85 toilets for children in schools. Along with that, activities have been organized to accompany teenagers and children, such as: coordinating to open counseling classes on preventing school violence, regularly organizing inspection teams on the Law on Children in the province; opening training classes on drowning prevention...
Tho Xuan District Youth Union organized a program to disseminate basic skills on preventing the harmful effects of stimulants, benefits and harms in using social networks to students.
Secretary of the Provincial Youth Union Le Van Chau emphasized: "With the aim of helping children in special circumstances to reduce their misfortunes in life, meeting their minimum needs such as the right to care, play and study, the meaningful work of the Youth Union at all levels has spread the spirit of sharing to the community, helping children overcome difficult circumstances to continue their dreams of a brighter future."
In order for child care and protection activities to be associated with the action programs of the Month of Action for Children in 2025 and International Children's Day (June 1), to continue to have a strong influence, attracting the attention of many individuals, organizations and units, one of the tasks and solutions that all levels and sectors are interested in is to strengthen propaganda to raise awareness and change people's actions, especially the role of families in supervising and managing children during the summer to ensure that children can have safe and beneficial play, balancing summer review and playtime and entertainment.
At the same time, during the summer vacation, parents also need to guide their children to participate in many physical exercise and sports activities, improve health, life skills training courses, and talent classes; Youth Union organizations in the province should increase activities to care for and educate youth and children, creating useful and safe playgrounds that attract a large number of children to participate.
