Located in the northern mountainous region of the province, Bac Binh district is home to 25 ethnic groups living together, with ethnic minorities accounting for over 37% of the district's total population. In particular, the Vietnam Fatherland Front and political and social organizations have been the core in the work of disseminating information, mobilizing, and uniting the people to implement the Party's guidelines and policies, the State's laws, and building national unity. Through the organization and implementation of patriotic emulation movements, the district has successfully achieved its socio-economic development goals and tasks. Particularly for the campaign "All people unite to build new rural areas and civilized urban areas," the district has organized propaganda and mobilization of the people to implement the criteria for new rural areas. To date, the entire district has achieved 258 criteria for building new rural areas, with 10 out of 16 communes meeting the criteria, reaching 62.5% of the communes in the district. Rural transportation projects, mobilized from the people, have been completed with a total length of over 52 km and a total investment of 47.8 billion VND, of which the people contributed more than 4.3 billion VND... Simultaneously, many difficulties and pressing socio-economic issues have been promptly reported by the people to the competent authorities for direction and resolution, especially regarding large programs and projects such as: the Song Luy Reservoir project; the North-South expressway section passing through the district; inter-district roads; The organization is gathering public opinion regarding the old market land in Cho Lau town, the relocation of Phan Hiep market, and the landfill in Hai Ninh commune...
Regarding the activities of the People's Inspection Committee, the Community Investment Monitoring Committee, and the mediation teams at the commune, ward, and town levels, they have effectively and closely coordinated their participation in grassroots mediation activities. Currently, the entire district has 18/18 People's Inspection Committees at the commune and town levels; 72 grassroots mediation teams; and 519 self-governing groups and residential groups, employing many creative methods in gathering and attracting people. At a recent review meeting on the implementation of grassroots democracy in Bac Binh district, Comrade Duong Thanh Binh, Member of the Central Committee of the Party and Head of the National Assembly's Committee on Citizen Petitions, affirmed that Bac Binh district has implemented grassroots democracy quite systematically and relatively comprehensively. This has fostered the role of the people in participating in Party and government building and patriotic emulation movements, contributing to the successful completion of the district Party Committee's political tasks. Regarding key tasks for the coming period, the Head of the National Assembly's Committee on Citizen Petitions noted that Bac Binh district needs to further improve the dissemination of information on the implementation of grassroots democracy. In addition, it should continue to effectively promote the role of the People's Inspection Committee and the Community Investment Monitoring Committee. For the Fatherland Front and political and social organizations from the district to the grassroots level, it is necessary to continue to innovate the content and methods of operation, focusing on residential areas in accordance with the legitimate rights and interests of the people. On the other hand, it is necessary to strengthen the implementation of supervision, social criticism, and constructive feedback on the Party and government at all levels in accordance with Decision No. 217 and Decision No. 218 of the Politburo (11th term).
The Head of the National Assembly's Committee on Citizen Petitions requested Bac Binh district to continue maintaining and launching patriotic emulation movements, especially those directly related to the rights and interests of the people, and to effectively implement the motto "The people know, the people discuss, the people do, the people inspect, and the people benefit."
