I work at a college, a public institution that partially self-finances its operating expenses, operating in the field of education , training, and vocational education. The college provides intermediate vocational training for 10th and 11th grade students at its Vocational Education and Continuing Education centers.
I would like to ask if students in grades 10 and 11 at vocational education and continuing education centers, who are also studying the vocational intermediate program offered by my school, are eligible for tuition fee exemption or reduction for the intermediate vocational program? Clauses 1 and 12 of Article 15 of Decree No. 238/2025/ND-CP stipulate that the subjects eligible for tuition fee exemption or reduction include: “Preschool children, primary and secondary school students, and learners of general education programs (learners of continuing education programs at the lower secondary level and learners of continuing education programs at the upper secondary level) in public educational institutions belonging to the national education system” and “Graduates of lower secondary school continuing their studies at the intermediate level”.
Regarding educational levels, the training levels of the national education system are stipulated in Clause 2, Article 6 of the 2019 Education Law and Clause 1, Article 1 of the Law amending and supplementing certain articles of the Education Law. The continuing education training program at the high school level, as stipulated in Clause 3, Article 34, and the intermediate level, as stipulated in Clause 4, Article 34 of the 2019 Education Law, are two different training levels within the national education system.
The fact that the target group consists of students (who have graduated from lower secondary school) studying the upper secondary level continuing education program at vocational education and continuing education centers (with diplomas and certificates issued by these centers), and simultaneously participating in intermediate-level training programs in collaboration between these centers and colleges/vocational schools (with diplomas and certificates issued by these colleges/vocational schools), constitutes two different levels of education and training.
Students at two different educational institutions who simultaneously benefit from the policies in Clauses 1 and 12 of Article 15 of Decree No. 238/2025/ND-CP must ensure compliance with regulations on joint training, expertise, and the functions and tasks of the educational institutions.
