Clause 1, Article 15 of Government Decree No. 238/2025/ND-CP dated September 3, 2025, stipulates the following subjects eligible for tuition fee exemption: Preschool children, primary and secondary school students, and learners of general education programs (students enrolled in continuing education programs at the lower secondary level and students enrolled in continuing education programs at the upper secondary level) in public educational institutions within the national education system.
Clause 4, Article 17 of Decree No. 238/2025/ND-CP stipulates the following subjects eligible for educational cost support: Preschool children, primary and secondary school students, and trainees studying at continuing education institutions following the general education program, where the child and their parent or guardian (in case of living with a guardian) have permanent residence and are studying at an educational institution in a particularly difficult village/hamlet, a commune in Area III of ethnic minority and mountainous regions, or a particularly difficult commune in coastal and island areas as defined by competent authorities, or studying at an educational institution in another area as defined by the locality in cases where there is no educational institution in the particularly difficult village/hamlet, commune in Area III of ethnic minority and mountainous regions, or a particularly difficult commune in coastal and island areas.
In cases where a child is from an ethnic minority group and has permanent residence in a commune classified as Area III in ethnic minority and mountainous regions, or a particularly difficult commune, but the child temporarily resides and studies at an educational institution not located in a particularly difficult village/hamlet, a commune classified as Area III in ethnic minority and mountainous regions, or a particularly difficult commune in coastal or island areas as defined by the competent authority, they are exempt from tuition fees as stipulated in Clause 1, Article 15 of Decree No. 238/2025/ND-CP, but are not entitled to support for learning expenses at the educational institution they are attending as stipulated in Clause 4, Article 17 of Decree 238/2025/ND-CP.
