Based on Clause 1, Article 5 of Circular 29/2024/TT-BGDĐT, the regulations on supplementary teaching in schools are as follows:
Article 5. Supplementary teaching and learning within schools.
1. Extracurricular tutoring within schools is prohibited from charging students and is only permitted for students who register for additional classes in specific subjects as follows:
a) Students whose end-of-semester grades in the following subjects were below the passing level;
b) Students selected by the school for advanced training to become gifted students;
c) Final-year students voluntarily register for entrance exam preparation and graduation exam preparation according to the school's educational plan.
2. The school shall organize for students who meet the criteria specified in Clause 1 of this Article to write application forms for supplementary classes for each subject in each grade level (according to Form No. 01 in the Appendix attached to this Circular).
3. Based on the number of students registered, the school will develop a plan to organize extra classes for each subject in each grade level.
Therefore, from February 14, 2025, teachers providing extra classes within the school are not allowed to collect fees from students, and these classes are only for students who register for extra classes in specific subjects as stipulated above.
Regarding the Principal's responsibilities in managing extracurricular classes and tutoring, Article 13 of Circular 29/2024/TT-BGDĐT stipulates the Principal's responsibilities as follows:
1. Organize supplementary teaching and learning within schools in accordance with the regulations in this Circular and other relevant legal provisions.
2. Manage teachers currently teaching at the school who participate in extracurricular tutoring, ensuring compliance with the regulations in Clause 3, Article 6 of this Circular; coordinate the monitoring and inspection of extracurricular tutoring activities of teachers currently teaching at the school.
3. Be accountable to the direct supervisory authority for the quality of extracurricular tutoring within the school; and for the management and use of funds allocated for organizing extracurricular tutoring within the school in accordance with regulations.
4. Handle violations of regulations on tutoring and supplementary classes within your authority or recommend that the competent authority handle them.
5. Receiving and processing feedback, suggestions, and requests from students and their parents regarding extracurricular tutoring before and during the implementation process.
