New regulations on mineral exploitation risk management from July 1, 2025

Circular detailing the preparation, approval authority, approval time, dossier, order, procedures for approval and submission of risk management plans in mineral exploitation.

This Circular applies to organizations, individuals and state agencies involved in the preparation and approval of risk plans in the exploitation of group minerals by open-pit methods; group II, group III, group IV minerals by open-pit methods using industrial explosives; group I, group II, group III, group IV minerals by underground methods in the territory of Vietnam.

The Circular also clearly states the responsibilities of mineral exploitation enterprises. One is to comply with the provisions of this Circular and other relevant laws.

Second is to organize and implement the contents of the approved risk management plan.

Third, periodically update the risk management plan in mineral exploitation annually and update when there are changes: Safety objectives and policies; safety organization; list of machines, equipment, means, materials and chemicals; technology, production organization; after a work accident, technical incident causing serious loss of safety and hygiene; organizational chart, division of responsibilities, reporting system when an incident or accident occurs; contact address and information in emergency response.

This Circular takes effect from July 1, 2025.
