
On the afternoon of May 24th, National Assembly delegates from Hai Duong province participated in discussions in Group 14 along with the National Assembly delegations from Dong Thap and Khanh Hoa provinces. The discussions focused on the draft Law amending and supplementing several articles of the Law on Security Guarding and the draft Law on the Management and Use of Weapons, Explosives, and Support Tools (amended).
Comrade Trieu The Hung, Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Hai Duong province, gave his comments on the draft Law on the Management and Use of Weapons, Explosives, and Supporting Tools (amended).
Emphasizing the need to pay attention to the definition and interpretation of terms in the draft law, Comrade Trieu The Hung expressed concerns about some regulations related to military weapons, rudimentary weapons, and homemade weapons.
"Based on local experience, handling some cases is very difficult because the perpetrators did not use military weapons but rather homemade weapons, yet still caused significant consequences. The regulations on explosives in the draft law need to be clearly defined and explained; otherwise, they will be distorted and create difficulties in practical management," Representative Trieu The Hung stated.
Regarding its scope, Comrade Trieu The Hung stated that although this is a specialized law, its impact is very broad, encompassing all citizens. He suggested paying close attention to legal education and dissemination. "We build a rigorous and high-quality law, but the most important thing is to disseminate and popularize the law among the people. When implementing the law, actively encouraging people to comply with it is essential for the law to succeed as expected," Comrade Trieu The Hung said.
The Chairman of the People's Committee of Hai Duong province also emphasized the need to encourage people not to participate in, transport, store, or use weapons, explosives, or supporting tools. At the same time, he stressed the importance of a sense of responsibility in detecting and reporting violations. When implementing this law, the commune police force and the security and order protection forces at the grassroots level will play a crucial role in disseminating information and bringing this law into practice.

During the group discussion, National Assembly representatives from Hai Duong province also contributed many noteworthy opinions on the two draft laws.
