On August 27, the Conference of full-time National Assembly deputies discussed a number of major issues regarding the reception, explanation, and revision of the draft Law on Urban and Rural Planning. During the discussion at the meeting, many full-time National Assembly deputies requested that urban and rural planning must ensure consistency.

Receiving, explaining, and revising the draft Law on Urban and Rural Planning, the content of the general planning of centrally-run cities received many comments from delegates. The draft Law currently establishes two types of planning: provincial planning and general planning of centrally-run cities. However, delegates mentioned clarifying the planning of specialized technical infrastructure.
Delegate Hoang Van Cuong, Hanoi delegation, said that there are many specialized technical infrastructures. If the draft law does not stipulate, each type of infrastructure of the industry will have a separate or common fund.
“In this, I understand that almost every planned infrastructure will have its own planning, which will lead to overlapping: transportation may overlap with water and electricity. Therefore, I suggest that when provinces and cities under the Central Government make specialized plans, they should include them in a general plan and not separate them for each technical sector,” Mr. Cuong suggested.
Other delegates suggested that urban planning must ensure synchronization of architectural space, social infrastructure system, urban technical infrastructure and underground space; harmonious development between urban areas. At the same time, it must meet the needs of housing, medical facilities, education, culture, sports, commerce, parks, trees and other social infrastructure works.
Delegate Nguyen Lam Thanh, Thai Nguyen delegation proposed to clearly define urban planning. He said that it is necessary to clearly define the nature of urban planning for areas that are already urban and are expected to develop into urban areas. For example, Thua Thien Hue will soon become a city directly under the Central Government, so how will districts like A Luoi plan urban areas or many urban areas, towns in mountainous areas, vast forests... how will we plan urban areas?
"I suggest that to achieve the essence of an urban area, we should consider it an urban area, not simply calculate it by area, especially population," Mr. Thanh stated his opinion.
Explaining at the meeting, Minister of Construction Nguyen Thanh Nghi emphasized the role of urban planning and construction planning in creating space and living environment for urban and rural residents. In particular, using urban planning tools and socio-economic development planning to regulate the increase in urban population, especially in special urban areas.

“This draft law also clearly defines that the general planning for a centrally-run city focuses on organizing space, technical infrastructure systems, social infrastructure works and housing for the city and ensuring compliance with construction standards and technical regulations. This is also the basis for establishing zoning plans in centrally-run cities to attract investment, as well as manage architectural and landscape space,” said Mr. Nghi.
Concluding the discussion session, Vice Chairman of the National Assembly Nguyen Duc Hai stated that the delegates agreed with many contents that had been received and revised; at the same time, they contributed many more opinions on the contents that were still in doubt such as: concepts, interpretation of terms, scope of subjects, general planning of centrally-run cities, planning for new urban areas, underground space planning, handling of cases of conflicts between urban and rural planning, time limit, planning period, etc. The Vice Chairman of the National Assembly emphasized that these were dedicated and responsible opinions that needed to be carefully studied to receive and explain more convincingly.
This afternoon, the conference of full-time National Assembly deputies discussed the draft Law on Trade Unions (amended) and the draft Law on Cultural Heritage (amended).
