The Project on Adjusting the Construction Planning of the Hanoi Capital Region to 2030 with a Vision to 2050, approved by Decision 768/QD-TTg dated May 6, 5 is a regional construction planning project, following the Construction Planning Project of the Hanoi Capital Region to 2016, with a vision to 2020 (Decision 2050/QD-TTg, dated May 490, 5) with a vision to keep the entire boundary of the capital city until 5, but change it. administration) and nine surrounding provinces: Vinh Phuc, Bac Ninh, Hai Duong, Hung Yen, Ha Nam, Hoa Binh, Phu Tho, Thai Nguyen and Bac Giang. The total area of the whole region is about 2008 km2050.
Reporter (Investors) had a discussion with National Assembly member Hoang Anh Cong - Deputy Head of the Committee of People's Volunteers, Thai Nguyen delegation about expectations for the construction planning of the Hanoi Capital Region.
Investors: Construction planning of Hanoi Capital Region to 2030 with a vision to 2050approved under Decision 768, how do delegates view this plan?
Member of the National Assembly Hoang Anh Cong: According to the master plan, the Hanoi Capital Region by 2050 will have an integrated economic function of the country and the Asia-Pacific region, a dynamic development area, with high urban quality, a favorable and sustainable investment environment; ensure security and national defense. Hanoi capital is a special nuclear city, the center of politics, economy, culture, society, science-technology, economy and international transactions of the whole country. I, like many voters, expect that the Capital Region Planning will achieve the set goals, ensuring comprehensive and sustainable.
Investors: How will the synchronous construction of the Ring Road system (4 and 5) work?. Special,at economic axes and corridors (Lao Cai - Hanoi - Quang Ninh; Hanoi - Hai Phong - Quang Ninh, Lang Son - Bac Giang - Hanoi; Hanoi - Thai Nguyen)?
Member of the National Assembly Hoang Anh Cong: As Hanoi's role as a central city, the transportation system needs to be convenient for socio-economic development, and at the same time promote the development of other urban areas in the region.
The investment in the formation of road traffic routes, namely ring roads and highways, has contributed to traffic connectivity, as well as promoting socio-economic development for four important economic corridors in the North of which Hanoi is the central nucleus.
Those are the corridors: Lao Cai - Hanoi - Quang Ninh; Hanoi - Hai Phong - Quang Ninh; Lang Son - Bac Giang - Hanoi; Hanoi - Thai Nguyen.
In June 6, the National Assembly passed a Resolution on investment policy in the project of building belt 2022 in the capital. Ring Road 4 is expected to reduce pressure on inner-city traffic and existing roads.
In 2022, the Hanoi Party Committee also issued an action plan to implement the Politburo's Resolution on the direction and tasks of developing the capital until 2030, with a vision to 2045.
To develop the road traffic system, Hanoi aims to complete the construction of national highways, highways and belts (closed investment in 7 traffic belt roads in the capital: 1; 2; 2,5; 3, 3,5; 4; 5).
According to the approved detailed plan in 2014, Ring 5 is about 331 km long (excluding 41 km along the Noi Bai - Ha Long, Hanoi - Thai Nguyen, Noi Bai - Lao Cai and national highways 3); passing through 36 districts, districts and cities of Hanoi, Hoa Binh, Ha Nam, Thai Binh, Hai Duong, Bac Giang, Thai Nguyen, Vinh Phuc.
In my opinion, with the synchronous construction and development of the transport system, it will achieve the goal set by the Politburo's Resolution No. 15 on the direction and task of developing Hanoi Capital by 2030, with a vision to 2045, which is: "By 2030, the capital is a "civilized - civilized - modern" city; become the center and driving force for the development of the Red River Delta, the northern key economic region and the whole country; deep international integration, highly competitive with the region and the world, striving to develop on a par with the capitals of developed countries in the region.
Investor: According to the delegate, regional linkage will create a turning point, what advantages will be in the development of Hanoi capital in particular and neighboring provinces in general, including Thai Nguyen?
Member of the National Assembly Hoang Anh Cong: It is clear that when synchronously developing the transport system, the connection of trade and travel will be more convenient, creating a driving force to promote economic development in the province in particular and among neighboring provinces in general. At the same time, it will create favorable conditions in attracting domestic and foreign investors...
Investors: As a member of the National Assembly of Thai Nguyen province, what are your expectations in perfecting policies for Thai Nguyen's development to become more and more sustainable and worthy?
Member of the National Assembly Hoang Anh Cong: In Decision No. 222/QD-TTg dated March 14, 3 by Deputy Prime Minister Tran Hong Ha approving the master plan of Thai Nguyen province for the period of 2023 - 2021, with a vision to 2030, it is stated: By 2050, Thai Nguyen province will be one of the smart and modern industrial economic centers of the Northern Midlands and Mountains region and the Hanoi Capital region.
I also expect that in the process of implementing the planning of Thai Nguyen province, the province will focus on developing infrastructure, promoting digital transformation, building digital government; develop the digital economy and digital society and promote production and business activities towards the application of digital technology; forming competitive digital technology enterprises in the market.
Improve the capacity and efficiency of the administrative apparatus at all levels; promote administrative reform towards the satisfaction of people and businesses; interested in developing local human resources, attracting high-quality human resources... so that Thai Nguyen can develop more and more sustainably and worthy.
Investor: Thank you delegates!
