BHG - On the afternoon of November 14, the working delegation of the Provincial Party Committee led by Comrade Nguyen Manh Dung, Acting Secretary of the Provincial Party Committee, had a working session with the Standing Committee of the Bac Quang District Party Committee to inspect the implementation of political tasks in the first 10 months of the year; deploy tasks for the last 2 months of the year; and progress of the Tuyen Quang - Ha Giang Expressway Project. Also attending the meeting were members of the Provincial Party Committee: Nguyen Minh Tien, Head of the Provincial Party Committee's Organization Committee; Tran Quang Minh, Chairman of the Provincial Party Committee's Inspection Commission; Tran Manh Loi, Head of the Provincial Party Committee's Mass Mobilization Commission; Hoang Dinh Phoi, Head of the Provincial Party Committee's Internal Affairs Commission; leaders of the Provincial Party Committee's Propaganda Department; leaders of the Departments: Planning - Investment, Finance, Natural Resources - Environment, Transport - Communications, Construction, Education - Training.

In the first 10 months of the year, the Standing Committee of the District Party Committee and the Party Committee of Bac Quang District promptly led, concretized, and issued many documents to focus on comprehensive leadership in all fields. Focusing on leading the implementation of the targets and tasks set out in the Resolution of the mid-term review conference for the 2020-2025 term, in conjunction with leading the implementation of the "3 breakthrough areas" and "5 key programs" identified by the Resolution of the District Party Congress; including a number of specialized programs and resolutions that have been effective, supported and responded to by cadres, party members, and people. Of the 19 main targets according to the Resolution of the District Party Committee in 2023, 4 targets have been achieved and exceeded 100%, 5 targets have been completed from 80% to less than 100%, and the remaining 10 targets are assessed at the end of the year. In particular, budget revenue reached nearly 148/159,364 billion VND, reaching 92.7% of the plan assigned by the province, reaching 91% of the District People's Council Resolution and equal to 99.4% compared to the same period last year.

Attention has been paid to political and ideologicaleducation and orientation of public opinion for cadres, party members and people; the work of Party building, consolidation and improvement of grassroots party organizations, and building a strong political base has been carried out regularly, the quality of party cell activities has been gradually improved; inspection and supervision work has been carried out seriously. The activities of the Fatherland Front and socio-political organizations have been innovated and changed positively; the work of preventing and combating corruption and negativity, and prominent and complicated cases and incidents have been directed with attention; the socio-economic situation, national defense and security have been stable.
Regarding the progress of the Tuyen Quang - Ha Giang Expressway Project (Phase 1), the project is divided into 3 construction packages including: Package No. 03-XL (Km0+00 to Km12+500), the contractor is urgently organizing the construction of digging, filling the roadbed, bridges, cross-drainage culverts, and underpasses for people. Package No. 04-XL (Km12+500 - Km19+120) and Package No. 05-XL (Km19+120 - Km27+480), the contractor is currently building camps, material staging areas, warehouses, power stations, concrete mixing stations, etc.

The entire project has 183 households with residential land and houses that must be relocated, of which 80 households are self-resettled. Up to now, Bac Quang district has handed over the land of the sections to the investor and the construction unit, with a total length of 25.4 km/27,480 km; has paid compensation and support to 665/763 households, individuals and organizations, with a total amount of 324/329 billion VND; 98/763 households have not agreed to receive compensation and support.
At the working session, members of the Working Group and the Standing Committee of Bac Quang District Party Committee focused on discussing the work of organizing cadres; inspection and supervision work within the Party; work of preventing and combating corruption and negativity; handling petitions and letters from citizens; propaganda work, political and ideological education among cadres and party members; mass mobilization work among ethnic minorities, government mass mobilization; planning work, planning management, construction order management, mineral resources; resources for the district to meet the standards of building a new rural area by 2025... Innovation in the content and methods of operation of the Vietnam Fatherland Front and socio-political organizations; education and training work, the state of degraded facilities, quality of education...
After listening to the reports and discussions of the members of the working delegation and the Standing Committee of the Bac Quang District Party Committee, concluding the working session, Acting Secretary of the Provincial Party Committee Nguyen Manh Dung highly appreciated the results of the leadership and direction of the implementation of political tasks in the first 10 months of the year by the Standing Committee of the Bac Quang District Party Committee. Regarding the remaining shortcomings and limitations, the Acting Secretary of the Provincial Party Committee requested the Standing Committee of the Bac Quang District Party Committee to fully absorb the discussions and solutions to remove difficulties and obstacles in the process of implementing socio-economic development tasks, Party building work, especially the Tuyen Quang - Ha Giang Expressway Project that the members of the working delegation discussed and contributed to the district.
Regarding the tasks for the last two months of the year, the Acting Secretary of the Provincial Party Committee requested the Standing Committee of the Bac Quang District Party Committee to focus on leading and directing the drastic implementation of 7 tasks on Party building: Upholding the spirit and responsibility of setting an example, especially for leaders; resolutely fighting against signs of moral and lifestyle degradation; overcoming laziness and reluctance to study the Party's Resolutions. Building a contingent of cadres with capacity and moral qualities to perform tasks, especially for commune-level cadres; overcoming the situation of avoiding and shirking responsibility; having a plan to train and foster knowledge and leadership capacity for the team of commune secretaries and chairmen; having a plan to rotate cadres, preparing for the next term District Party Congress. Actively building "Four-good Party cells", "Four-good grassroots Party organizations", improving the quality of Party cell activities, the quality of Party members, and strengthening the fighting strength of the Party organization. Direct the Party Committees of communes and towns to concretize the Party's directives and resolutions in line with the actual situation of each locality. Carry out mass mobilization and propaganda work well; actively prevent and combat corruption and negativity. Lead the innovation of the content and methods of operation of the Vietnam Fatherland Front and socio-political organizations. Develop a socio-economic development plan for 2024 with focus and key points.
Regarding socio-economic development, the Standing Committee of Bac Quang District Party Committee needs to lead and direct the drastic implementation of land recovery, compensation, site clearance and resettlement for the Tuyen Quang - Ha Giang Expressway Project and must complete it in 2023. Promote urban beautification in Viet Quang town, Vinh Tuy and commune centers, focusing on increasing people's income. Determine the disbursement of public investment capital, capital from the 3 National Target Programs must be associated with the quality and efficiency of each project, striving to disburse 95-100% of capital sources by the end of 2023. Bac Quang District needs to take the lead in developing agriculture, forestry, and renovating mixed gardens. Strengthen land management and construction order; put an end to land leveling, illegal transportation of forest products and minerals. Lead the improvement of the quality of education and training according to the province's Project; build a learning emulation movement among youth in the whole district. Identifying human cultural development as a regular task, associated with preserving, conserving and promoting the fine traditional cultural values of the ethnic groups in the district; persistently, regularly and continuously effectively implementing Resolution 27 of the Provincial Party Committee on eliminating backward customs, practices and habits, building a civilized lifestyle in the area. Ensuring security, order and social safety, especially rural security and religious security; fighting and preventing all types of crimes.
