One of the key tasks, clearly demonstrating the role of local state power organs, is the issuance of resolutions, which serve as the basis for the People's Committees at all levels to implement in the process of socio-economic development. This is also a task that the Thanh Hoa Provincial People's Council has been seriously and effectively implementing.

In the first seven months of 2024, the Provincial People's Council issued 98 resolutions (41 resolutions issued at the 18th session; 33 resolutions issued at the 19th session; 1 resolution issued at the 19th session (second time); 16 resolutions issued at the 20th session; and 7 resolutions adopted at the 21st session).

For example, at the 21st session (held on the afternoon of July 30th), the Provincial People's Council approved 7 very important resolutions, such as: the Thanh Hoa province's public investment plan from the State budget for 2025 (first phase); the investment policy for the project to build 68 police stations in communes and towns under the Thanh Hoa Provincial Police in 2024; the rearrangement of district and commune-level administrative units in Thanh Hoa province for the period 2023-2025; the merger of Dong Son district into Thanh Hoa city and the establishment of wards, rearrangement of commune-level administrative units in Thanh Hoa city, Thanh Hoa province for the period 2023-2025; the plan for development investment capital from the central budget to implement the National Target Program for Sustainable Poverty Reduction in 2024 (fourth phase)...

To ensure that the resolutions are implemented promptly and yield practical results, in his closing remarks at the session, Comrade Do Trong Hung, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, requested the Provincial People's Committee to uphold a high sense of responsibility and quickly implement the resolutions passed by the Provincial People's Council. He also requested the Standing Committee of the Provincial People's Council, the committees of the Provincial People's Council, the delegate groups, and the delegates of the Provincial People's Council to closely monitor the implementation process to ensure that the resolutions are implemented promptly, effectively, and in accordance with regulations. Furthermore, he requested that departments, agencies, localities, and units focus on reviewing resolutions that are no longer appropriate or effective, in order to promptly propose amendments and additions to the Provincial People's Council to suit practical requirements.

The issuance of resolutions by the Provincial People's Council was carried out in accordance with the correct procedures and legal regulations. During the preparation process, there was close, coordinated, and responsible cooperation between the Standing Committee of the Provincial People's Council, its committees, the Provincial People's Committee, and the drafting agencies. The resolutions considered and issued promptly institutionalized the Party's guidelines and policies, and the State's laws into local mechanisms and policies. This created an important legal basis for all levels and sectors to direct implementation, promote socio-economic development, ensure national security and defense, and build the government. At the same time, it promptly resolved many urgent issues arising in practice. Furthermore, after the resolutions were passed, the Standing Committee of the Provincial People's Council directed all levels and sectors to intensify dissemination through mass media; At the same time, the Provincial People's Council assigned committees, delegate groups, and individual representatives to supervise the concretization, dissemination, promotion, and implementation of resolutions in relevant sectors, localities, and units.

The resolutions passed by the Provincial People's Council have contributed to promoting socio-economic development. Specifically, in the first six months of 2024, the growth rate of the Gross Regional Domestic Product (GRDP) is estimated at 11.5%. All production sectors have seen significant development, with many key indicators showing high growth compared to the same period last year. State budget revenue exceeded the projected figures and the same period last year significantly. The disbursement rate of public investment capital ranked first among provinces and cities nationwide. The Provincial Competitiveness Index (PCI) in 2023 increased by 17 ranks... Another highlight is the implementation of key projects, especially the 500kV power line project (circuit 3) from Quang Trach (Quang Binh) to Pho Noi ( Hung Yen ) section through Thanh Hoa province and the 200kV Nam Sum - Nong Cong power line project, which have been carried out decisively and effectively.

Alongside this, the institutional system, regulations, rules, mechanisms, policies, and plans continue to be supplemented, amended, and newly issued, becoming increasingly complete. Many difficulties and obstacles have been addressed and resolved, creating a favorable environment and conditions for socio-economic development. The fields of culture and society, education and training, and social welfare continue to make progress. In particular, the campaign to support the construction of housing for poor households, policy beneficiary households, and households facing housing difficulties in the province has been implemented comprehensively and extensively, mobilizing all levels, sectors, the business community, and all strata of the people to participate.

It can be affirmed that the Provincial People's Council's consideration and issuance of resolutions that are relevant and appropriate to practical requirements, as well as its timely resolution of emerging obstacles, are creating and will continue to create a legal basis for the implementation by all levels of government. This will contribute to achieving the socio-economic development goals set for 2024.
