Macroeconomic stability
According to the Provincial People's Committee, in April 2026, budget revenue collection exceeded the average projected target. Local budget expenditure was carried out ensuring full fulfillment of expenditure tasks according to the projected budget and unforeseen expenses, serving the requirements of socio-economic development and ensuring national defense and security.
The agricultural, forestry, and fisheries production situation during the month was largely favorable; production was reorganized towards concentration, and investment was made in upgrading and improving technical infrastructure serving production. At the same time, efforts continued to build and perfect the agricultural product value chain associated with building new rural areas, shifting the mindset from small-scale agricultural production to agricultural economics that meets market demands...
The Industrial Production Index (IIP) for the first four months of the year is estimated to have increased by 3.14% compared to the same period last year. Exports performed well, with export turnover reaching US$1.23 billion, achieving 30.02% of the plan and increasing by 5.62% compared to the same period last year. Import turnover reached US$624.83 million, achieving 29.75% of the plan and increasing by 1.61% compared to the same period last year.
In addition, efforts to develop industrial and energy infrastructure, promote trade, encourage industrial development, and support businesses continued to be intensified; market management was strengthened, contributing to maintaining order in business operations.
According to the Provincial People's Committee, total retail sales of goods and consumer service revenue in April increased by nearly 18% compared to the previous month; the first four months of the year saw a 22% increase compared to the same period last year. Tourism continued to record many positive developments, with the number of visitors increasing by nearly 15% and revenue increasing by nearly 31%; the number of international visitors grew strongly, increasing by more than 111% in the first four months of the year compared to the same period last year.
The private sector has seen development, with the number of newly established businesses remaining at a relatively high level, contributing to the expansion of the business sector and increasing the number of businesses operating in the province. The collective economic sector has basically maintained stable operations; contributing to promoting linkages and cooperation in production and business, supporting household economic development, and creating a foundation for the development of cooperatives in the future.
According to Tran Tri Quang, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, the socio-economic situation in April and the first four months of 2026 recorded many positive results, creating a solid foundation for development. Major economic balances were ensured. In particular, budget revenue exceeded the average projected target. Simultaneously, policies on tax and fee exemptions, reductions, and extensions were effectively implemented to support people and businesses, promoting production and business; banking activities maintained stable growth; the business environment continued to improve; and the production and business activities of enterprises and people gradually developed well, reflecting the recovery and development of the local economy. Furthermore, the fields of culture, education, health, social welfare, and environmental protection were effectively implemented; national defense and security and social order and safety were ensured; and political security and security in the coastal border areas remained stable.
Regarding public investment and key infrastructure projects, the Chairman of the Provincial People's Committee, Tran Tri Quang, stated that the province has actively implemented and completed the allocation and detailed assignment of the 2026 state budget investment plan in a timely and compliant manner. He also directed project owners to urgently implement and accelerate the progress of projects and works, and disburse the allocated capital.
Stay focused on growth targets.
According to the Chairman of the Provincial People's Committee, Tran Tri Quang, besides the achievements, there are still some limitations, such as the lack of significant breakthroughs in the growth of the three sectors, affecting the overall growth rate of the province. Disbursement of public investment capital is low, reaching only 11.9% of the central government's allocated capital in the first four months of the year. Some sectors, localities, and investors lack decisiveness in land clearance and project management; they have not proactively implemented the socio-economic development plan from the beginning of the year. Furthermore, the current political instability in the Middle East is significantly impacting import-export businesses in the province, causing difficulties due to increased transportation costs (up approximately 30-40%).

Chairman of the Provincial People's Committee, Tran Tri Quang, stated that there are many tasks remaining in the remaining months of the year, requiring the province to focus on resolving them. Especially in the first quarter of 2026, the socio-economic management still has some targets that have not been met according to the plan, particularly two important indicators: economic growth and disbursement of public investment capital.
Chairman of the Provincial People's Committee, Tran Tri Quang, requested that heads of departments, agencies, and localities maximize their sense of responsibility, adhere closely to the set plan, and focus on resolving the shortcomings identified in the past four months. This includes continuing to implement the resolutions of the Provincial Party Committee and the Provincial People's Council, the plan of the Provincial People's Committee, and especially the directives of the Standing Committee and the Provincial Party Committee. Focus on two important targets: economic growth, with solutions that are feasible, relevant to the practical realities of each sector and closely linked to assigned functions and tasks; and the disbursement of public investment capital, aiming to achieve a level higher than the national average.
“We need to closely adhere to the GRDP growth target for 2026; each sector must quantify its specific contribution. We must shift strongly from a management mindset to a service-oriented mindset for the people and businesses. We must avoid shirking responsibility, avoiding work, and being afraid to act for fear of making mistakes. We must strengthen administrative discipline and order; strictly address delays in providing advice and processing documents. We must proactively monitor the situation at the grassroots level, resolve emerging issues early and remotely; closely coordinate with communes and wards to resolve land clearance obstacles, and promptly report to the Provincial People's Committee,” emphasized Chairman of the Provincial People's Committee, Tran Tri Quang.
Departments, sectors, and localities should demonstrate the highest sense of responsibility, unity, proactiveness, and a willingness to think outside the box, take action, and assume responsibility for the common good; focusing on completing key tasks for the second quarter and the first six months of 2026.

Monthly progress reviews will be conducted, and the results will be used as a basis for evaluating officials and heads of departments.
