During a 45-day intensive campaign to process overdue applications, the Phu Tho Provincial Land Registration Office has been implementing a series of decisive solutions. As a result, the backlog of applications is gradually being resolved, and the quality of service for citizens and businesses has significantly improved.

As of April 10, 2026, Song Lo commune still has 83 overdue land-related applications, of which 3 fall under the commune's jurisdiction, and the rest under the Land Registration Office. The main reasons are the lack of close coordination between units, especially in linking financial obligations with the tax authorities and the completion of applications by citizens. In addition, some cases requiring verification of land origin also prolong the processing time.

In response to this situation, the People's Committee of Song Lo commune has focused on directing specialized departments to review, classify, and definitively process all files under their jurisdiction, ensuring adherence to procedures and preventing the accumulation of new backlogs. This is also a general requirement for localities during this peak period, aiming to tighten administrative discipline at the grassroots level.

The Song Lo Commune Public Administrative Service Center receives 20-30 land-related applications daily.

This reality shows that, besides objective factors, the coordination between different levels and sectors remains a crucial step that needs to be strengthened to avoid backlogs. Many branches of the Land Registration Office have proactively innovated their methods and improved the efficiency of handling applications. At the Tam Duong branch of the Land Registration Office, the review and classification of applications according to problem groups is carried out systematically, leading to appropriate solutions.

Mr. Cao Thanh Liem, Branch Director, stated: “We are focusing our resources and reviewing each file meticulously. For complex cases, the branch proactively coordinates with relevant agencies and establishes online communication groups to promptly resolve any issues.”

The Tam Duong branch of the Land Registration Office receives applications and delivers results at the commune level to directly handle land-related documents for the people.

Furthermore, the branch reorganized its internal processes to be more flexible and efficient by assigning the administrative department as the central point for receiving, controlling, and monitoring the progress of file processing. Staff were mobilized to work overtime, including on holidays, to definitively resolve overdue files. Thanks to this decisive and innovative approach, from July 2025 to mid-April 2026, the unit resolved over 9,000 out of a total of 9,400 received files; in the first quarter of 2026 alone, there were no delayed files under the branch's responsibility.

At the Cam Khe branch of the Land Registration Office, despite receiving 35-40 applications daily, the processing time is still ensured thanks to clear assignment of responsibilities, strict control of the process, and enhanced coordination with local authorities.

Mr. Bui Ngoc Hoi, Branch Director, stated: “We monitor the progress of each stage, from financial obligations to certificate issuance. Each application has a specific appointment date; if there are delays, the unit clearly states the reason and apologizes as per regulations . ” This approach not only reduces the backlog of applications but also contributes to improving citizen satisfaction, gradually building an image of a service-oriented administration.

The 45-day intensive campaign is creating a clear transformation in work style and practices at the branch level. The motto "finish the job, not just work until the end of the workday" is no longer just a slogan but has become concrete action. Branches are not only focusing on resolving outstanding and overdue cases, but also on reviewing and clarifying the causes of delays; and specifically identifying the responsibilities of each individual and unit. This is a decisive step to tighten administrative discipline, ensuring the goal of preventing new overdue cases and transforming the campaign's pressure into a regular work ethic.

Entering the peak period of 45 days for processing overdue applications, the entire Phu Tho Provincial Land Registration Office system still has 6,844 overdue applications. Faced with this urgent need, the unit has taken decisive action, implementing many fundamental solutions simultaneously. The Office has strengthened its direction, inspection, and close supervision of the progress of application processing at the Office and its branches; maintained a department to regularly monitor and guide the resolution of arising problems; and promoted the application of information technology, digitized documents, and effectively implemented online public services. In addition, the unit has reviewed and reorganized its structure, assigning tasks with specific responsibilities to each staff member.

Mr. Quach Khac Duong, Director of the Provincial Land Registration Office, stated: “In the initial phase of implementing the new process, the software system and data linkage still experienced technical errors; some files related to financial obligations or land origin verification were delayed, resulting in overdue status on the system. However, with synchronized solutions, we have gradually overcome these issues, preventing the emergence of new overdue files and simultaneously improving coordination among relevant agencies.”

Thanks to proactive and decisive action, the number of overdue land registration applications has decreased significantly. Just one month after the peak implementation period, the number of overdue applications has dropped to only 84. From July 2025 to the present, the entire provincial Land Registration Office system has received over 217,500 applications and processed more than 194,000; the rate of overdue applications has decreased sharply from 21.6% (7,079 applications) in January 2026 to approximately 0.4% in mid-April 2026.

This result not only demonstrates the determination of the natural resources and environment sector in reforming administrative procedures, but also shows the effectiveness of shifting from a "peak campaign" to a "regular approach". Through this, a professional and modern administrative system is being gradually built, with the satisfaction of citizens and businesses at the center of service delivery.
