Determined to maintain double-digit GRDP growth target.

On the morning of October 4th, the Provincial Party Committee held its 56th meeting to discuss the situation and results of work in the first nine months of the year, and key tasks for the fourth quarter of 2024. The meeting was chaired by Ms. Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee; Mr. Cao Tuong Huy, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; and Mr. Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee and Head of the Provincial National Assembly Delegation.

The members of the Provincial Party Committee unanimously assessed that Quang Ninh province, entering the year 2024, faces a mix of opportunities and advantages, along with numerous difficulties and challenges, and unforeseen issues have arisen, most recently the impact of Typhoon No. 3, which caused severe damage.

In this context, the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee have closely followed the guidance of the Central Government and local realities, maintaining and promoting unity and cohesion, focusing on leadership and direction, mobilizing the strength of the entire political system, working together, and persistently striving to overcome difficulties and challenges; achieving positive results in various fields, and maintaining the trust of the people and businesses.

In particular, before, during, and immediately after Typhoon No. 3 ( Yagi ), Quang Ninh proactively and decisively led, directed, and effectively organized the work of preventing, responding to, and mitigating the consequences of the typhoon; minimizing damage caused by the typhoon, quickly restoring basic utilities to normal; and promptly resolving issues and supporting people and businesses to stabilize their lives and restore production and business.

In the first nine months of the year, the work of building and rectifying the Party and the political system to ensure its purity and strength was carried out synchronously, comprehensively, and continuously in all aspects: political, ideological, ethical, organizational, and personnel. This was linked to building a streamlined organizational structure that operates effectively and efficiently, and to reducing the workforce while restructuring and arranging positions according to job roles, improving the quality of the contingent of cadres and civil servants. Personnel work received attention, especially the planning, placement, and utilization of cadres to prepare a workforce for the new term. Inspection, auditing, and supervision work, linked to the fight against corruption, negative practices, and waste, was seriously led, directed, and implemented by Party committees at all levels.

The province's GRDP growth for the first nine months reached 8.02%. Although 2.07 percentage points lower than the same period last year and 1.61 percentage points lower than the projected growth scenario for the first nine months, this represents a concerted effort by the entire political system amidst numerous difficulties, especially the severe impact of Typhoon No. 3. The processing and manufacturing industry was the main driver of growth, increasing by 20.45%, 4.05 percentage points higher than the same period last year. The service sector is estimated to have increased by 13.55%, 1.76 percentage points higher than the same period last year. The total number of tourists visiting Quang Ninh in the first nine months is estimated at over 15.6 million, a 20% increase compared to the same period last year, of which international tourists accounted for an estimated 2.59 million. Total tourism revenue is estimated at VND 36,856 billion, a 39% increase compared to the same period last year. Total retail sales of goods and consumer service revenue are estimated to increase by 12.97% compared to the same period last year. Revenue from transportation, warehousing, and transport support services is estimated to increase by 27.4% compared to the same period last year. Export turnover of businesses in the province is estimated to reach 2,570 million USD, an increase of 13.8% compared to the same period last year.

Total state budget revenue reached VND 40,479 billion, equivalent to 73% of the projected figure, of which domestic revenue is estimated at VND 26,434 billion, equivalent to 62% of the projected figure and 92% compared to the same period last year. In the first nine months of 2024, 1,342 new businesses were established, an increase of 7.6% compared to the same period last year.

Comrade Cao Tuong Huy, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, delivered a speech at the conference.

The province focused on resolving social issues effectively and harmoniously, with particular emphasis on developing culture and human resources, ensuring social security, fairness, and progress; and improving the quality of life for the people. The province created 23,500 additional jobs, an increase of 1,800 compared to the same period last year, reaching 78.3% of the annual plan. Total social security expenditure was estimated at 1,435 billion VND, an increase of 38.4% compared to the same period last year. The education and training sector achieved many high results; the average score in the high school graduation exam ranked 25th out of 63 provinces and cities, an increase of 11 places compared to the previous year, the highest ever.

National defense, security, and sovereignty over borders, seas, and islands were maintained, social order and safety were ensured, and no unexpected incidents occurred. Foreign relations were strengthened, expanded, and improved in quality and effectiveness; making a significant contribution to the official opening of the Hoành Mô - Động Trung bilateral border gate and the Bắc Phong Sinh - Lý Hoả customs clearance point.

Concluding this discussion, Comrade Trinh Thi Minh Thanh, Permanent Deputy Secretary of the Provincial Party Committee, commended, acknowledged, and highly appreciated the unity, efforts, and decisive actions of the province, the Party committees at all levels in leadership and guidance; of the armed forces, the people, and the business community in implementing tasks, especially those carried out immediately after the storm. The greater the difficulties and hardships, the clearer the spirit of solidarity, the tradition of "Discipline - Unity," and the spirit of mutual support and compassion were demonstrated. This contributed to helping Quang Ninh province gradually overcome difficulties and challenges, maintain stability and development, and uphold the trust of the people and businesses.

Comrade Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee and Head of the Provincial Delegation of National Assembly Deputies, delivered a speech at the conference.

Regarding the tasks for the last three months of the year, in order to achieve the highest possible results for the 2024 targets, including maintaining double-digit GRDP growth, ensuring state budget revenue for the whole year is no less than VND 55,600 billion, attracting USD 3 billion in FDI for the whole year, and reaching over 19 million tourists for the whole year, the Standing Deputy Secretary of the Provincial Party Committee requested that all levels, sectors, and localities continue to strengthen the work of building and rectifying the Party and the political system at all levels; maintain unity and cohesion in both will and action within the Party; strictly uphold discipline and order associated with the fight against corruption, negativity, and waste; and build an honest, proactive, service-oriented, effective, and efficient government. Focus on building a team of cadres; tighten administrative discipline and labor discipline in management, operation, and work resolution at all levels; We must resolutely overcome the tendency to avoid or shirk responsibility, fear of making mistakes, procrastination in work, delay in resolving tasks, or fail to thoroughly and completely resolve tasks within our authority.

The highest priority is given to leadership and guidance in preparing for the Party congresses at all levels leading up to the 14th National Party Congress and the 16th Provincial Party Congress. The focus is on improving the effectiveness and substance of citizen reception; resolutely preventing the emergence of hotspots related to security and order in the area to firmly consolidate public trust and create profound social consensus; and maintaining stability leading up to the Party congresses at all levels.

Comrade Nguyen Thi Hanh, Vice Chairperson of the Provincial People's Committee, delivered a speech at the conference.

One of the important tasks emphasized by the Standing Deputy Secretary of the Provincial Party Committee is the need to implement comprehensive and decisive solutions to support the people and businesses in overcoming the consequences of Typhoon No. 3. This includes quickly and effectively providing support and timely payments to people affected by the typhoon, ensuring strict adherence to regulations, transparency, and legal provisions. The goal is to complete the construction and repair of houses damaged by the typhoon for poor, near-poor, and disadvantaged households by November 2024. A review, statistical analysis, and forecasting of the number of households falling back into poverty or near-poverty will be conducted to develop appropriate support measures; the aim is to eliminate poverty according to the province's criteria by the end of 2025.

Comrade Ngo Hoang Ngan, Chairman of the Board of Members of Vietnam Coal and Mineral Industry Group, delivered a speech at the conference.

In addition, it is necessary to propose and implement fundamental solutions regarding credit policies to support businesses in recovering production and business activities, such as debt restructuring for borrowers at credit institutions, mechanisms for unsecured loans, and loans without collateral; focusing on removing difficulties for businesses regarding investment procedures and having specific solutions to promote and attract investment.

Comrade Nguyen Minh Son, Director of the Department of Agriculture and Rural Development, delivered a speech at the conference.

It is necessary to study and develop a plan for economic recovery and reconstruction after Typhoon No. 3; urgently develop and adjust economic growth scenarios to suit the new situation, strongly restore production and business activities, restructure sectors to promote economic development, and maintain double-digit economic growth in 2024. Focus on removing difficulties and obstacles for businesses regarding administrative and investment procedures to promote and attract investment in the area. Tighten financial and budgetary discipline; focus on supporting each public investment project. It is agreed to temporarily suspend inspections of businesses, especially those severely damaged after Typhoon No. 3, in accordance with the Prime Minister's directive.

Comrade Mai Vu Tuan, Secretary of the Uong Bi City Party Committee, delivered a speech at the conference.

Effectively implement three strategic breakthroughs, including accelerating the development and completion of a synchronous, modern, and interconnected infrastructure system, focusing on projects to celebrate the 16th Provincial Party Congress. Complete all projects behind schedule in the 2021-2023 period by 2024. Strive to maintain a top position in the Provincial PCI, Par Index, and SIPAS; achieve the digital transformation goals for 2024. Simultaneously, create new advancements in improving the quality of education and training; vocational retraining; and job creation.

The Deputy Secretary of the Provincial Party Committee also requested a focus on building and developing a rich and distinctive Quang Ninh culture, while rapidly narrowing the gap between rich and poor and regional disparities within the province, improving the material and spiritual lives and happiness of the people. He also called for enhancing the effectiveness and efficiency of comprehensive state management in all fields, with a strong focus on proactively addressing difficulties and obstacles in the implementation of the 2024 Land Law. Furthermore, he stressed the importance of ensuring national defense and security, safeguarding national borders, and preventing any passive or unexpected situations; and improving the effectiveness of foreign affairs.

Comrade Truong Manh Hung, Secretary of the Van Don District Party Committee, delivered a speech at the conference.

“All levels, sectors, and localities must maintain unity, consensus of will and action, persevere towards goals, focus on implementation with high determination, great effort, and decisive action; the motto is “one policy, ten measures, twenty determinations,” and “5 clear points” (clear focus, key points, clear people, clear tasks, clear results, and clear roadmap for completion). The more difficult and challenging the situation, the more we must promote democracy, truly unite, and achieve consensus of will and action. Leaders must set an example and strictly adhere to discipline in their speech. At the same time, we must continue to consolidate and promote the strength of the great national unity, practice genuine democracy, and implement the mechanism of “the people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit.” We must recognize that the people's trust is an inexhaustible resource that must be further maximized in the coming time,” the Deputy Secretary of the Provincial Party Committee emphasized.
