On the afternoon of October 17th, the State Steering Committee for National Key Programs, Works, and Projects in the Energy Sector held an online conference on the progress of projects for importing electricity from Laos and several other key transmission line projects. Minister of Industry and Trade Nguyen Hong Dien chaired the conference.
Comrade Mai Xuan Liem, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, chaired the conference at the Thanh Hoa branch.
At the Thanh Hoa branch, Comrade Mai Xuan Liem, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee; representatives from various departments and agencies; and the Northern Power Projects Management Board (NPMB) attended the conference.
The 220kV Nam Sum - Nong Cong power line project passes through Nhu Xuan district.
The Nam Sum - Nong Cong 220kV transmission line project is approximately 130km long, consisting of 2 circuits, from connection point G1 (at the Vietnam-Laos border) to the Nong Cong 220kV substation, including 299 pole foundation locations and 99 anchorage sections along the transmission line corridor, passing through two provinces, Thanh Hoa and Nghe An .
In Thanh Hoa province, the project has a length of 52.14km, including 125 pole foundation locations and 47 corridor anchoring points, passing through 3 districts: Nhu Xuan, Nhu Thanh, and Nong Cong.
Currently, the project has completed foundation casting for 294 out of 299 locations, with construction underway at 5 out of 299 locations; erected poles at 287 out of 299 locations, with installation underway at 7 out of 299 locations; completed wire pulling for 61 out of 99 spans, with wire pulling underway for 11 out of 99 spans.
Currently, the project implementation is facing some obstacles in compensation and land clearance. Specifically, the safety corridor for 4 out of 99 anchor points in Que Phong district (Nghe An province) has not yet been handed over due to a lack of public consensus or incomplete clearance of the corridor. The section from position 196-206 passing through Thanh Lam Prison in Nhu Thanh district has completed foundation casting and pole erection, but cable laying has not yet begun due to complications with compensation, support, and land acquisition procedures.
In addition, across three districts of Thanh Hoa province, there are 34 anchor points that have not yet been cleared from the power line corridor, including 18 anchor points in Nhu Xuan district; 14 anchor points in Nhu Thanh district; and 2 anchor points in Nong Cong district.
At the conference, Vietnam Electricity Group proposed that the People's Committees of Thanh Hoa and Nghe An provinces direct local authorities to urgently mobilize forces and organize the clearance of the project's right-of-way; and at the same time, coordinate the implementation of solutions to the obstacles in land acquisition at Thanh Lam Prison so that the investor and contractor can proceed with laying the power lines and bring the project into operation and exploitation as soon as possible.
Speaking at the conference, Vice Chairman of the Thanh Hoa Provincial People's Committee Mai Xuan Liem reported and affirmed that he would direct the three districts of Nong Cong, Nhu Thanh, and Nhu Xuan to coordinate with NPMB to organize forces and, within the next 7 days, clear all 34 remaining anchor points with trees in the corridor.
Vice Chairman of the Provincial People's Committee Mai Xuan Liem requested the Ministry of Industry and Trade to provide support and resolve some difficulties so that the investor can complete the construction work in the province.
Thanh Hoa province also requested the Ministry of Industry and Trade to assist in the land reclamation process for 11 foundation locations near Thanh Lam Prison.
Accordingly, on October 1, 2024, NPMB sent a letter to the Department of Construction and Barracks Management - H02 - Ministry of Public Security requesting that they instruct Thanh Lam Prison to facilitate the unit's work of pulling the wire from pole position 196 to position 206; however, to date, the Department of Construction and Barracks Management - H02 has not yet given its approval for pulling the wire.
To ensure the project's progress, Thanh Hoa province requested the Minister of Industry and Trade to ask the Ministry of Public Security to direct relevant units to support and approve the investor's request to carry out construction work concurrently with the completion of legal documents.
Concluding the conference, Minister of Industry and Trade Nguyen Hong Dien stated that, in order to quickly bring the Nam Sum - Nong Cong 220kV power line project into operation, the Ministry will soon address the difficulties in land clearance at Thanh Lam Prison, creating favorable conditions for the investor and contractor to deploy the remaining spans of the power line.
The Minister of Industry and Trade requested Thanh Hoa province to promptly organize forces and procedures to clear the corridor for the power line; and at the same time ensure security and order for the power line laying work and prepare the conditions for the project to be energized and put into operation.
It is understood that, in addition to meeting the growing load demand of the power system in the northern region, the Nam Sum - Nong Cong 220kV transmission line project also aims to realize the energy cooperation policy between Vietnam and Laos.
