Term 2020-2025: Marks of innovation and comprehensive development
Speaking at the opening of the congress, Party Secretary and Minister Nguyen Kim Son said: The first Congress of the Party Committee of the Ministry of Education and Training for the 2025-2030 term takes place in the context of the country achieving many great achievements, affirming its increasingly strong foundation, potential, position and international prestige.
The country is focusing on streamlining the apparatus, improving the efficiency of the political system, and at the same time, rearranging provincial administrative units and implementing a two-tier local government model to create a solid foundation for the next stage of development. The Party, State and Government always pay great attention to the education sector, demonstrated through many major policies and decisions to develop education and training.
The Congress is of special importance, setting out strategic directions for the education and training sector to continue to innovate, improve quality, meet the requirements of developing high-quality human resources, contributing to realizing the country's socio-economic development goals in the 2025-2030 term and the following period.
"In the new term, with a strong desire for development and high political determination to create a breakthrough in education and training, the entire Party Committee is determined to successfully and comprehensively achieve the goals of the education sector by 2030, contributing practically to the celebration of the 100th anniversary of the Party's founding; towards realizing the vision by 2045 to celebrate the 100th anniversary of the country's founding," the Minister emphasized.
Focus on implementing the Resolution on breakthroughs in education and training development
Congratulating and praising the efforts and achievements that the Party Committee of the Ministry of Education and Training and the entire education sector have achieved in the 2020-2025 term, making important contributions to the overall achievements of the whole country, Deputy Prime Minister Le Thanh Long assessed: The Ministry of Education and Training has done a good job of perfecting institutions and policies for education and training development; universalizing preschool education, primary education, lower secondary education and illiteracy eradication continues to receive attention; has submitted to the National Assembly a policy on tuition exemption and support for preschool children and high school students.
Education in ethnic minority, mountainous and disadvantaged areas is given special attention. The quality of key education continues to be affirmed; Vietnamese students achieve high results in regional and international Olympic competitions. The quality of higher education has significantly improved; a focus has been placed on preparing and training high-quality human resources for new fields. The annual high school graduation exam is organized seriously, honestly, objectively and safely. University and college admissions are increasingly transparent; contribute to saving social resources, accurately assessing candidates' abilities.
Noting a number of tasks that need to be focused on during the 2025-2030 term, Deputy Prime Minister Le Thanh Long emphasized that the Ministry of Education and Training needs to thoroughly grasp and effectively implement the Party and State's guidelines, policies, and laws on education and training, including Conclusion No. 91 of the Politburo and the Education Development Strategy to 2030, with a vision to 2045; focus on completing, submitting for promulgation and organizing the synchronous and effective implementation of the Politburo's Resolution on breakthroughs in education and training development, and the National Target Program on Education and Training Development.
The Ministry of Education and Training continues to review, amend and promptly supplement institutions, mechanisms and policies on education and training innovation, improve the effectiveness and efficiency of state management of education; in which priority is given to completing 3 Law projects: Law amending a number of articles of the 2019 Education Law, Law on Higher Education (amended), Law on Vocational Education (amended) and effectively organizing the implementation of the Law on Teachers.
The Deputy Prime Minister also requested to promote autonomy in conjunction with improving the quality of university training in a practical and in-depth manner, linked with accountability, publicity and transparency; ensuring fairness and equality between the public and private sectors; continuing to review and plan the network of preschool, general education, continuing education, education for the disabled, higher education and pedagogical colleges; effectively implementing the policy of exempting and supporting tuition fees for preschool children and general education students.
In addition, develop, review, amend and supplement appropriate policies and remuneration regimes for teachers; recruit and restructure the teaching staff according to the assigned payroll, and overcome the surplus and shortage of teachers in educational institutions.
Regarding Party work, Deputy Prime Minister Le Thanh Long noted that the Party Committee of the Ministry of Education and Training needs to continue to improve the political capacity and fighting spirit of the Party organization and Party members; continue to research, streamline, improve and improve the efficiency, effectiveness and efficiency of the operations of agencies, units and organizations in the Party Committee in conjunction with restructuring and building a contingent of cadres, civil servants and public employees with sufficient qualities, capacity and prestige, equal to the tasks; attract and promote talents.
At the congress, the Government Party Committee announced the Decision to appoint the Executive Committee of the Party Committee of the Ministry of Education and Training, term I, 2025-2030, consisting of 29 comrades; the Standing Committee consists of 8 comrades. Comrade Nguyen Kim Son, member of the Party Central Committee, Secretary of the Party Committee for the term 2020-2025, Minister of Education and Training, holds the position of Secretary of the Party Committee of the Ministry of Education and Training for the term 2025-2030.
The Deputy Secretaries of the Party Committee of the Ministry of Education and Training for the 2025-2030 term include two comrades: Pham Ngoc Thuong, Permanent Deputy Secretary of the Party Committee for the 2020-2025 term, Permanent Deputy Minister of Education and Training; Nguyen Viet Loc, full-time Deputy Secretary of the Party Committee for the 2020-2025 term.
